Description
NASA/GRC has a requirement for research demonstrating system level performance ofan actively cooled cryogenic thermal shield for long duration storage of liquid oxygenand liquid methane. The system to be tested requires integration of a flight-typecryocooler, cooled helium loop, and a cooled radiation shield installed on a cryogenictank within a high fidelity multi-layer insulation (MLI) blanket.NASA/GRC intends to procure this research task from Ball Aerospace corporation as anadditional task under an existing contract.The research services sought through this directed research contract are available atreasonable cost only from the BATC, as the majority of the unique research hardware andexpertise required has been or will be developed at BATC under BATC internal research anddevelopment (IRAD) funding. The BATC supplied hardware includes but is not limited to acryogenic test tank, high performance multi-layer insulation blanket, vacuum chamber,flight-type cryocooler, a cooled shield, helium flow loop, integration components, andinstrumentation and data acquisition systems. BATC will also integrate their hardwareinto a CBRS system and test its performance with BATC IRAD funding. As such, the BATCprovides unique expertise and capability to provide the particular research servicesproposed. NASA will provide to BATC a cryogenic helium cooled thermal shield ofalternative design (ultra-light weight), which will be integrated into the BATC systemand tested separately. Thus, this BATC collaborative test opportunity is unique in thatthe government will obtain integrated performance data on two versions of the CBRS systemto enhance the anchoring of the government thermal and fluid dynamic models. The research services are deemed to be available only from the BATC which is in this caseconsidered a follow-on effort to the previous contract awarded as the Delivery andStorage of Cryogenic Propellants for Exploration Missions in which the CBRS system wasanalyzed and shown to offer significant potential benefit to Exploration systemsrequiring long duration storage of cryogens. Seeking other than a sole-sourceprocurement would cause substantial duplication of cost to the Government that is notexpected to be recovered through competition and unacceptable delays in fulfilling theagencys requirements and deliverables under the IPP program. The statutory authority permitting other than full and open competition is 10 U.S.C.2304(c)(1), only one responsible source and no other supplies or services will satisfyagency requirements. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 4, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
