- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) Office of Acquisition Management (OAM) in Washington, D.C. intends to award a purchase order to Waters Corporation, of Milford, MA, under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified AcquisitionProcedures. The purpose of this purchase order is to obtain the Total Assurance Plan (TAP) and the MassLynx Software one year service plan for the following systems: Waters/Micromass ZQ LC/MS (including ZQ MS detector and instrument software), Waters/Micromass Quattro Premier LC/MS/MS (covers all components of the LC system including- Acquity Tunable UV Dector, Acquity Sample Manager, Acquity Solvent Manager degasser, and the Quattro Premier detector), and the Waters/Micromass Quattro Micro LC/MS/MS (including Quattro Micro MS/MS detector and instrument software). The service plan shall also include one performance maintenance visit to assure peak operation of the system. The NAICS is 334516. The period of performance will be 08/01/08 through 07/31/09. The ACB Laboratory evaluates analytical methods for detecting pesticide residues in food and fibers to make sure they are suitable for monitoring pesticide residues in food and to enforce maximum legal residue limits. ACB requires maintenance and software updates for the equipment listed above. Market research has identified Waters Corporation as being the only provider of maintenance and repair of the Micromass Spectrometers on an annual basis, rather than on an as needed and therefore more costly basis. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement, as stated herein, may submit their corporate capabilities, which if received by the response date of this announcement may be considered. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
