- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service located in Seattle, WA on a sole source basis with University of Washington School of Aquatic. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. The proposed contract is for services to develop quantitative relationships between the four Viable Salmon Population (VSP) parameters and the alteration of flows for rivers in Washington State. Contractor will perform the following tasks:1. Classification of hydrologic regimes and flow alteration in Washington State and 2. Establish associations between VSP parameters for salmon populations and indices of flow variability. This project addresses the problem of estimating how restoring tributary flows may improve salmon population status in the Washington state. Tools developed by this project will aids NOAA staff in negotiating flow targets for Washington state rivers by summarizing general justification of each flow target and providing a means of estimating target discharges for each flow target based on benefits to salmon. This project requires that the research group have specific data and analysis techniques at their disposal in order to complete the work within the specified time frame. University of Washington has all the required data and analysis techniques ready for application for this particular project. The government intends to negotiate a firm-fixed price contract with period of performance that will start from Sept 30, 2008 and will end Dec 31, 2009. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. This is a small purchase action estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
