- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FA4625-08-Q-0029 is issued as a request for quotation to clean and API 653 test two (2) 100,000 gallon above ground storage tanks (AST's) used to store Diesel Fuel No.2 (DF-2) at Whiteman AFB, MO. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25, DFARS DCN 20080513, AFFARS AFAC 2008-0128. The NAICS code is 562998with the corresponding small business size standard of $6.5 million. This acquisition will be a 100% Small Business Set-Aside. General Wage Decision # 05-2307 Revision 7 dated 6/17/2008 applies to this acquisition and can be found at http://www.wdol.gov/. The following factors shall be used to evaluate offers: Price. Paper copies of the Request for Quotation shall not be made available. Statement of Work Tank Cleaning and API Inspection Steam Plant Tanks 2 & 3 - Facility 141 Whiteman Air Force Base, Missouri GENERAL REQUIREMENT: The contractor shall provide all labor, equipment and materials to clean and API 653 test two (2) 100,000 gallon above ground storage tanks (AST's) used to store Diesel Fuel No.2 (DF-2) at Whiteman Air Force Base. REQUIREMENTS: 1.0 Field Activities Field activities for this project included 2 mobilization's and demobilization's to and from the site; coordination of field activities with WAFB departments; removal of residual fuel and sludge for off-site disposal, cleaning the interiors of the tanks; certification of the tanks as safe for work by a Marine Chemist; and performing the tank inspections in accordance with API 653 standards. The following subsections describe the major elements of the work. 1.1 Cleaning Activities Prior to tank cleaning, Base personnel removed as much as possible the contents (DF-2) of each tank. The contractor is to provide cleaning services prior to the tank inspections, in accordance with the standard entry control procedures. The following are pre-cleaning procedures: • Determine tank contents. The tanks contents are to be verified by review of installation records as containing DF-2 fuel. WAFB and the contractor to provide ignition source control in and around the steam plant tanks. All sources of ignition, including smoking, welding, internal combustion engines, and electrical equipment are to be excluded from the area. • Isolation of tanks. Tank isolation will be achieved by locking out all tank service lines as close to the tanks as possible, on the tank side of valves. All electrical connections and other electrical equipment related or adjacent to the tanks are to be disconnected, tagged, and locked out. The job superintendent to verify complete lockout/tagout before personnel entry of tanks. •Product/Sludge Removal. Once the lines were isolated, the contractor shall remove the tank access hatches. A vacuum hose will be inserted through the man way to remove all residual fuel and sludge from the tanks into a transport truck and transported off-site for recycling. The amount of sludge removed from the 2 tanks and any hazardous debris generated shall be recorded. The contractor shall be responsible for disposal of all residual fuel, sludge, and hazardous debris. •Cleaning. The tanks are to be emptied and ventilated using an electric, intrinsically safe fan before personnel enter the tanks. The contractor will remove the remaining residual product and sludge and then wash the interior walls. All tank interior work will be done under confined space conditions and in accordance with the Confined Space procedures outlined in an approved HSP. Tank cleaning and rinse ate management to be done in accordance with a project Spill and Discharge Control Plan previously submitted to and approved by 509 CES/CEV. The interiors of the tanks are to be washed by high pressure, hot water jetting. Washing to progress from the top of the tank, down the sidewalls, and finish with cleaning of the tank bottom. The volume of water used for tank cleaning is to be kept to a minimum and recorded. The rinsate water, fuel oil and sludge shall be collected to a transport truck and transported to an offsite treatment facility. After the cleaning procedure is completed, the tanks are to be inspected and certified gas free by a certified third party. 1.2 Inspection Activities The following sections describe the inspection activities conducted at WAFB Tanks 2 and 3. After the tanks are certified gas free, an API 653-Certified Inspector shall inspect the tanks. The scope of the inspection, as prescribed by API, will include: • Magnetic Flux Leakage (MFL) floor scanning of the tank bottom to detect corrosion product side or soil side pitting. Positive indications to be confirmed with ultrasonic testing and pit gauging. •Manual MFL scanning of the areas around the perimeter of the tank adjacent to the internal shell-to-bottom weld and under internal piping. • Visual inspection of the bottom plate lap welds, internal and external shell-to-bottom welds, and bottom-to-sump and sump welds. Internal inspection to be aided by the use of a flashlight being held parallel to the tank's surface. • Bottom layouts and bottom plates to be measured with a measuring wheel. The bottoms are to be visually inspected and thickness readings taken and recorded. Drawings of the tank bottoms shall be drawn to scale with these readings annotated. •Roof layout. Roof plates to be measured with a measuring wheel and diagramed to scale. The roof shall be visually inspected and thickness readings taken and recorded. •Pit measurement. Pit depth to be measured with the use of a pit gauge. •Nozzle Layout. Nozzles to be measured as X, Y coordinate in relationship to the shell plate in which they are located. The nozzles size is to be listed as well as identified by a letter. The nozzles shall be inspected visually from the internal side of the tank with thickness measurements obtained by the use of an ultrasonic thickness tester. •Direct visual inspection and engineering evaluation of all first course and nozzle welds to be executed as specified in API Standard 653. 2.0 Equipment and Material Storage and Maintenance All supplies, materials, portable equipment, personal protective equipment (PPE), and safety equipment required for the project to be transported on and off site daily and/or stored at locations approved by base personnel. 3.0 Site Cleanup All trash (paper and non-hazardous debris) to be collected in plastic bags and disposed of on site in appropriate trash bins prior to departing the site each day. The on-site Superintendent shall ensure that all debris is removed and the area is clear of equipment and debris at the completion of the project. 4.0 Waste Management Non-hazardous debris and construction solid waste shall be drummed for disposal to the local landfill. Sludge, free product and rinsate wastewater will be strictly controlled, stored, and handled in compliance with the Final ECP. All waste handling and off site transportation and disposal to be coordinated with the Base POC, and in accordance with all Federal, State, and local regulations. 5.0 Report A final report is to be generated and issued documenting compliance with above conditions; all test results, recommendations for required actions to assure compliance with API Guidance, and estimated costs to perform repairs. Two copies of a draft report shall be provided to WAFB for review within a 30 day period. After comments are provided, a final bound report shall be submitted (4 copies) along with digital CD's (4 copies) of the same report. The digital documents to be prepared in Word for Windows format. Drawings to be ACAD (dwg) files. ADDITIONAL REQUIREMENTS: All work shall be accomplished in accordance with industry standards, manufacturer's recommendations, and applicable regulations governing fuel storage tanks and worker safety. The contractor shall complete all base entry requirements at least two weeks prior to mobilization to ensure access to all work site locations. The contractor shall provide period of performance in number of days from date contract award date. This contract is firm fixed price.
