- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army RDECOM - Natick Contracting Division, Kansas Street, Natick, MA on behalf of the United States Army Soldier Systems Center, Natick, MA has a requirement for the Purchase and Installation Foodservice equipment temperature and diagnostics monitoring system. This requirement will be a 100% small set-a-side competitive buy. This will be a for a Firm Fixed Price type contract. The applicable North American Industry Classification System (NAICS) Code is 325413 and the small business size standard is 500 employees. The Government envisions a single purchase order for this acquisition. The requirement will be filled utilizing Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. FAR clauses 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items are applicable to this acquisition. The provision at 52.212-2, Evaluation -- Commercial Items is applicable to this acquisition. The following factors shall be used to evaluate offers: Technical (capability of the item offered to meet the Government requirement) and Price. Technical is approximately equal in importance to price. The Purchase & Installation Foodservice Equipment Temperature and Diagnostic Monitoring system must meet all of the following specifications: Temperature Monitoring & Diagnostics of Foodservice Equipment 1.0SCOPE Install and demonstrate remote temperature monitoring, and diagnostic monitoring hardware/software for various foodservice equipment assets to include; one Blodgett Mark V convection oven, one Blodgett BLG-30E tilt griddle, one Cleveland combination oven, one 3-well (Electric) nesting Sink Sanitation System., and one Rational combination oven. Demonstrate (on-site at Natick Soldier Center) the operation of the system once installed and running properly. 2.0APPLICABLE DOCUMENTS MIL-STD-167/1, Mechanical Vibration of Shipboard Equipment (Type I - Environmental and Type II - Internally Excited) MIL-STD-461, Requirements for the Control of Electromagnetic Interference Characteristics of Subsystems and Equipment NSF/ANSI Standard 2: Food Service Equipment NSF/ANSI Standard 7: Refrigeration Equipment ABS Naval Vessels Requirements for Food Service Facility Design Practices 3.0REQUIREMENTS 3.1Hardware/Software Installation. The contractor shall install (on-site) all Hardware/Software (including connection of sensors) for the system. 3.2Operations and Maintenance Manual. The contractor shall provide a complete operations and maintenance manual for the system. 3.3Integration Restrictions. The contractor shall characterize system integration with all surface ship configurations for EMI (both legacy and future). 3.4System Performance & Testing. The contractor shall test the system to address system performance, safety, controls, and data acquisition, maintainability and reliability. 3.5.1Travel. The contractor shall have a qualified company representative install both the hardware/software on-site at Natick Soldier System Center. 3.5.2Training. The contractor shall provide training to Natick Soldier Center Combat Feeding Directorate personnel on the operation and maintenance of the complete system. 3.6 The contractor shall provide a one year warranty and support on the system. 3.6.1 The contractor shall provide two technology demonstrations of the system as requested by Combat Feeding Directorate personnel at U.S. Army Natick Soldier Center and one Air Force site located on the east coast. 4.0DELIVERABLES 4.1All licenses required for the software use shall be provided to the Combat Feeding Directorate, Natick Soldier System Center. 4.2GUI Interfaces that reflect real time equipment status of temperature monitoring, HACCP protocols, diagnostic alarms and displays. 4.3All equipment required to fully operate and support the system. 4.4Monthly progress reports by the 30th of each month to be paid on a monthly basis by the 15th of the following month. ALL BIDDERS MUST EXPLICITLY RESPOND TO EACH SPECIFICATION REQUEST IN WRITING IN ORDER FOR THE BIDS TO BE CONSIDERED RESPONSIVE. ALL QUOTES SHOULD BE F.O.B DESTINATION (NATICK, MA). DELIVERYS WILL BE 90 DAYS AFTER AWARD. This notice constitutes the request for quotes (RFQ) and is the only solicitation. Proposals are requested and a written solicitation will not be issued. In accordance with Federal Acquisition Regulation (FAR) Part 5.102(a), all documents associated with this acquisition will be available via the Government point of entry (GPE) http://www.fedbizopps.gov, and via the US Army RDECOM-Natick Homepage at https://www3.natick.army.mil (go to Business Opportunities, then to Ongoing Acquisitions, then to this solicitation number). No hard copies will be provided. Firms shall not be reimbursed for any costs associated with proposal preparation.
