Description
The Air Force Research Laboratory Information Directorate Rome NY intends to solicit and negotiate a sole source purchase order under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Servicer Will Satisfy Agency Requirements, with Citrix Systems, Inc., 851 West Cypress Creek Road, Fort Lauderdale, FL 33309-2009 for the purchase of Customized Citrix XenApp Platinum Edition –x1 Multi Level Security – Enterprise Level Agreement License, Quantity 10,000. The purchase of software will also include Citrix Preferred PLUS Software Technical Support Service (Period of Performance: One year; 24 x 7 coverage; assigned Technical Manager; 6 names; and 75 incidents). The minimum essential requirements can be found in the attached excel spreadsheet. Though this notice of intent is not a request for competitive proposals, information received by the response date of this solicitation will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. The NAICS code is 511210. Sole Source Justification: The Department of Defense Intelligence Information System (DODIIS) Trusted Workstation (DTW) enterprise requires the purchase of 10,000 Citrix XenApp Platinum Edition Multi Level Security Licenses. The requirement is mission essential for the installation and deployment of DTW 4.0 into all Regional Service Centers (RSC) for DIA. Currently, four of the five RSCs, use the Citric Presentation Server Enterprise with their DTW implementation. Citrix Presentation Server Enterprise is the earlier version of XenApp used in previous DTW deployments. DIA will not renew its existing Presentation Server Enterprise licenses because the XenApp edition has superseded the Presentation Server edition. This procurement of the XenApp Platinum Edition licenses is being performed as a follow-on contract to the procurement of the Presentation Server Enterprise licenses because the XenApp edition replaces the Presentation edition for the DTW 4.0 deployment. XenApp is the only software that has the unique specialized features required by DIA. Development of an equivalent product by the Government would be cost prohibitive and will not meet timelines required for DTW deployment. Furthermore, DIA has mandated DTW to be fielded to all DODIIS sites with 100% desktop penetration. This level of penetration can only be achieved by supporting all applications currently in use throughout the DODIIS which necessitates the use of Citrix XenApp Platinum Edition. Failure to implement XenApp Platinum Edition to support the thin client device will require maintenance of an additional “fat” client baseline for non-conforming applications, effectively doubling the amount of desktop hardware, software, administration, and maintenance required throughout the DODIIS enterprise. Citrix Systems, Inc. is the only source that can provide a product that offers the following Solaris client mission critical features on a thin client device required by DIA: Support for two-way Windows audio, Graphics acceleration that allows 3D graphics applications to display smoothly; Audit record and archive of user activity; and Application performance monitoring. The Citrix XenApp Platinum Edition Multi Level Security license is the only product that satisfies all agency requirements, and Citrix Systems is the sole provider of the customized Citrix XenApp Platinum Edition.
