- The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered RFP AG-0116-S-08-0062 on or about AUGUST 6, 2008, for the Edna Bay Log Transfer Facility (LTF) and Tonka Surfacing construction projects. The solicitation will allow for multiple awards. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after AUGUST 6, 2008, to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. NOTE REGARDING FEDBIZOPPS LISTINGS. The FebBizOpps website has three separate listings for the Forest Service in Alaska. These are (1) R-10 Alaska Region, Juneau, AK; (2) R-10 Chugach National Forest, Anchorage, AK; and (3) R-10 Tongass National Forest, Ketchikan, AK. Prospective bidders are advised that these three listings are not purely geographic and that a requirement on either the Chugach (Anchorage) or Tongass (Ketchikan) National Forest may be posted under the Regional Office (Juneau) listing. Thus, prospective bidders seeking Forest Service opportunities in Alaska should visit both the appropriate Forest listing (Anchorage or Ketchikan) as well as the Regional listing (Juneau). The solicitation contemplated by this notice will appear under the KETCHIKAN listing. PROJECT DESCRIPTIONS. The EDNA BAY LTF PROJECT consists of the following major work components: Removal of an existing native log bulkhead structure; construction of a new 40-foot long, 30-foot wide mean high water single-level native log bulkhead with a 14% gradient low angle ramp from the top of the bulkhead to the upland work area, including curved ramp flares on both sides of the bulkhead ramp; construction of a 14% gradient low angle ramp near the bulkhead from Elev. +4.0 to the upland working pad; installation of a 20-foot long, 7 foot high stacked rock buttress wall to stabilize a section of the approach road to the bulkhead; excavation of additional rock and material to enlarge the upland work area and develop a stockpile of material for future construction work; site drainage work on the upland work area including construction of a settling/sediment basin; and reconditioning 856 feet of existing roadway to create a bypass road around the Log Transfer Facility. LOCATION: The project area is located on the Thorne Bay Ranger District of the Tongass National Forest. It is on Kosciusko Island near the unincorporated community of Edna Bay, approximately 46.7 miles west-northwest of Thorne Bay, Alaska and 17 miles northwest of Craig, Alaska. The M.A.F. is located on the eastern shore of Edna Bay, adjacent to the State of Alaska Public boat dock. Access is by sea plane or boat. PERIOD OF PERFORMANCE: 365 calendar days. ESTIMATED PRICE RANGE: $250,000 TO $500,000. The TONKA SURFACING PROJECT consists of surfacing of approximately 10.0 miles of 14 foot wide single lane road with turnouts. The project begins at Milepost 0.00 and ends at Milepost 10.00 on National Forest Service Road (NFSR) 6350. LOCATION: This project is located on Kupreanof Island starting at the Tonka log transfer facility, across from the town of Petersburg, in Southeast Alaska. Access to Petersburg is either by the Alaska Marine Highway ferry, boat, plane, or helicopter. PERIOD OF PERFORMANCE: 365 calendar days. ESTIMATED PRICE RANGE: $250,000 TO $500,000. SOLICITATION DETAILS. MULTIPLE AWARDS MAY BE MADE UNDER THIS SOLICITATION. Solicitation type: REQUEST FOR PROPOSAL, posted on this FedBizOpps website for viewing and printing on or after AUGUST 6, 2008. Closing date for receipt of proposals: 30 days after solicitation issuance. Contract award date: within 60 days after bid opening. Notice to Proceed date: within 10 days after contract award. Required bonds: bid bond with the bid and performance and payment bonds after award of a contract. OBTAINING A SOLICITATION. Prospective bidders are expected to obtain the solicitation from the Internet. However, a prospective bidder may request a paper copy by faxing a note to 907.228.6254 specifically requesting a paper copy of solicitation RFP AG-0116-S-08-0062. In such a case, a copy will be put in the mail. Telephone requests cannot be honored. PARTICIPATION. This solicitation will be issued as a Total Hub-Zone Set-Aside. All responsible sources may submit an offer which will be considered. The Small Business Competitiveness Demonstration Program (see FAR Subpart 19.10) applies. Prospective bidders who wish to provide comments on the set-aside matter should provide these comments to the contracting officer on or before August 3, 2008. Indeed, all prospective bidders are invited to notify the contracting officer of their interest in the acquisition. FOR MORE INFORMATION.
