Description
NASA/ARC and the NASA CEV Aerosciences Project (CAP) requires support of 4 distinctdata-acquisition efforts to be carried out at the Static Test #1 (ST-1) full-scaleCEV/Orion abort-motor (AM) static firing, currently scheduled to occur in October 2008 atthe Alliance Technologies (ATK) rocket-motor test facility in Promontory, Utah. Supportis required to obtain data on the: 1) near-field plume acoustics (NFPA); 2) far-fieldplume acoustics (FFPA); 3) plume-impingement aero-thermodynamics (PIAT) and 4)plume andshock structure image (PSSI) of the Orion AM. The PSSI effort includes a) PSSI-1, plumeimage fusion, and b) PSSI-2, background oriented Schlieren (BOS). The contractor mustobtain working access to the test site, which is owned and controlled by ATK, and provideit for CAP test-team members, with adequate space, in appropriate locations, for CAPequipment and equipment operators to monitor and observe testing. The contractor mustalso provide mounting structures for the various CAP pressure, acoustic, temperature andimage sensors, adequate shelter and shielding to protect CAP equipment and electricalcables from test and environmental hazards, and all communications links needed tosupport these tasks. ATK is building the motors for the CEV/Orion launch abort system (LAS) and is undercontract to test them. The measurements desired by the CAP and described in the tasks canonly be acquired from the test firing of the full-scale AM. ATK is the only supplier ofthis motor and provider of such a test firing.NASA intends to purchase these servicesfrom ATK in accordance with 10 USC 2304(c)(1), the only known responsible source forthese items, and no other supplies or services will satisfy agency requirements.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 5, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
