THIS IS AN ADVANCE NOTICE OF AN INTENT TO AWARD ON A NON-COMPETITIVE BASIS TO KARLE, KENNETH, DBA HYDRAULIC MAPPING AND MODELING, A HUB ZONE EMERGING SMALL BUSINESS. REQUEST FOR QUOTE FOR THE REQUIRED SERVICES WILL BE SENT AFTER 6 AUGUST 2008. NO RESPONSE IS REQUIRED FOR THIS ANNOUNCEMENT. THIS WILL BE A TOTAL HUB-ZONE SET ASIDE. SERVICES NEEDED: 1. SLATE CREEK: The NPS wishes to retain Karle, Kenneth (Hydraulic Mapping and Modeling) (HMM), an engineering firm qualified in stream restoration and acid mine drainage remediation, to assist the NPS with the data collection, engineering analysis, and engineering design for a comprehensive anoxic treatment, and overall stream channel and floodplain reclamation plan, for upper Slate Creek. HMM will be required to obtain or use existing data on water parameters and chemistry, topographic upland and floodplain conditions, and soils analysis to determine the best technology for remediating the acid mine drainage and provide design plans for this restoration effort. The plan for Slate Creek should include and expand upon the Hydraulic Mapping and Modeling (HMM) concept plan design of November 2007. Additionally, the contractor will be responsible for compiling information and completing requirements for submitting documents as necessary to obtain permits such as: a US Corps of Engineers 404 permit, an EPA Stormwater Pollution Prevention Plan, and the State of Alaska Fish Habitat permit. 2. CARIBOU CREEK: The NPS wishes to retain Karle, Kenneth (Hydraulic Mapping and Modeling) (HMM) to assist the NPS with the data collection, engineering analysis, and engineering design for a comprehensive stream channel and floodplain reclamation plan, for upper Caribou Creek. The plan for Caribou Creek should include and expand upon the HMM plan design of February 2007, including floodplain areas of all six former claim areas as mentioned. The plan should also include the option of restoration or scarification of the Caribou Creek access (Skyline Drive), from the Junction of the Wickersham Dome road. Additionally, the contractor will be responsible for compiling information and completing requirements for submitting documents to obtain a US Corps of Engineers 404 permit, completing an EPA Stormwater Pollution Prevention Plan, and the State of Alaska Fish Habitat permit.
