Description
An FBO Notice was originally posted on February 29, 2008, for this same project. The actual solicitation will be posted on July 23, 2008. The Office of International Programs has a mandate to coordinate all international activities for the USDA Forest Service (USFS) around the world. The office receives funds from Congress, the U.S. Agency for International Development (USAID), the U.S. State Department and other federal agencies, international and domestic cooperators and partners for the purpose of implementing projects which enhance cooperation between the USFS and other countries on practices and policy related to natural resources management, conservation, disaster mitigation and disaster response. The objective of this program is to enhance cooperation on sustainable forestry, natural resource management, disaster mitigation and response between the USDA Forest Service and collaborating countries around the world. In order to achieve this objective, the Office of International Programs requires 1) support in hiring personnel, located domestically or internationally, who are skilled in the required technical areas and 2) technical, administrative, and logistical support for implementing project operations overseas. Personnel may be required to be skilled in one or more areas of expertise depending on the project requirements. These areas may include, but are not necessarily limited to sustainable forestry, natural resources management, disaster mitigation and response, training and education, database management, writing and editing, and administrative specializations. Personnel will be hired and support services will be sought on a demand-driven basis for both long-term and short-term projects. Support services required may include: providing logistical and other support to personnel on overseas field assignments, including long-term assignments in countries with weak public infrastructure; the organization and implementation of meetings, training events and conferences in the U.S. and overseas; obtaining services, equipment; materials and shipping as necessary for the execution of overseas field activities and projects; and electronic fund transfers to implementing organizations on a reimbursable basis, as necessary. The contract is an Indefinite Quantity-Indefinite Delivery type contract. Task orders may be firm fixed price, labor-hour or time and materials. There will be a base period with up to four option periods.
