Description
The Federal Bureau of Investigation (FBI), intends to negotiate a one-time, sole-source, fixed price contract with Harris Corporation, 4393 Digital Way, Mason OH, 45040, for the purchase of NetExpress IP based multiplexers, ACS-163 Channel Banks and ACS-167 Channel Banks. These are used to provide transport of Sensitive but Unclassified (SBU) radio communications within various FBI divisions. Based on market research via the internet and other federal agencies, it has been determined that the FBI's requirement can only be provided by Harris Corporation. These three multiplexer platforms are required to ensure compatibility with existing Harris T1 multiplexers and the unique DV-600 circuit cards already employed by the FBI. The FBI requires a platform of total compatibility with the DV-600 circuit card that is used to transport FBI SBU 12Kb/s digital voice privacy (DVP) radio communications. The DV-600 cards employ a special compression process licensed from Audio Processing Technology and embedded onto the DV-600 Harris module, that efficiently processes the Motorola Securenet TM wideband signals and enables transport via digital telephone circuits, requiring no more than a single time slot within a T1 frame or not more than 94Kb/second, while employing an Ethernet routed packet stream. The Government intends to negotiate with only one source under the authority of FAR 6.302. FBO Destination is the FBI Engineering Research Facility, Quantico, VA. Interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 10:00 AM, EDT, by Friday, August 1, 2008, electronically, to the attention of Mrs. Margaret D. Einspahr, Contracting Officer, at meinspahr@fbiacademy.edu. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
