Description
The National Aeronautics and Space Administration (NASA) Lyndon B. Johnson SpaceCenter is releasing a NASA Research Announcement (NRA) for Research and TechnologyDevelopment to Support Crew Health and Performance in Space Exploration Missions. NNJ08ZSA002N, entitled "Research and Technology Development to Support Crew Health andPerformance in Space Exploration Missions" will be available on or about August 6, 2008,by opening the NASA Research Opportunities homepage at http://nspires.nasaprs.com/ andthen clicking the link through the menu listings "Solicitations" to "Open Solicitations."This National Aeronautics and Space Administration (NASA) Research Announcement (NRA)jointly solicits ground-based, bedrest definition and flight definition proposals for theHuman Research Program (HRP) and the National Space Biomedical Research Institute(NSBRI). Proposals are solicited by the HRP in the areas of Behavioral Health and Performance,Muscle, Sensorimotor and Space Human Factors. In addition, proposals are solicited by theNSBRI in the areas of Cardiovascular Alterations, Human Factors and Performance,Musculoskeletal Alterations, Neurobehavioral and Psychosocial Factors, Sensorimotor andSmart Medical Systems and Technology. Proposals responding to the HRP emphases and NSBRI emphases must be submitted separately,and will result in separate evaluations and awards. Step-1 proposals are due on September5, 2008, and invited Step-2 proposals are due on December 5, 2008. Proposals are requiredto be submitted electronically and must be submitted by an authorized official of theproposing organization. Participation is open to all categories of organizations, including educationalinstitutions, industry, nonprofit organizations, NASA centers, and other Governmentagencies. Electronic proposals may be submitted via the NASA centers, and otherGovernment agencies. Electronic proposals to HRP may be submitted via the NASA Proposaldata system NSPIRES or via Grants.gov. Electronic proposals to NSBRI must be submittedvia the NASA Proposal data system. Every organization that intends to submit a proposalin response to this NRA must be registered with NSPIRES, and such registration mustidentify the authorized organizational representative(s) who will submit the electronicproposal. Each electronic proposal system places requirements on the registration ofprincipal investigators and other participants (e.g. co-investigators). Potentialproposers and proposing organizations are urged to access the system(s) well in advanceof the proposal due date(s) of interest to familiarize themselves with its structure andenter the requested information. Questions concerning responding to this NRA may beaddressed to the contacts referenced in the full solicitation document. This is a broad agency announcement as specified in FAR 6.102 (d)(2). Notwithstanding theposting of this opportunity at FedBizOpps.gov, nspires.nasaprs.com, or Grants.gov, NASAand/or the NSBRI reserves the right to determine the appropriate award instrument foreach proposal selected pursuant to this announcement.
