- The ITER International Organization (IO) located in St. Paul-Lez-Durance, Cadarache, France issued an R&D Task Agreement (TA) with the United States - Domestic Agency (US-DA) represented by the US ITER Project Office (USIPO) at the Oak Ridge National Laboratory (ORNL) in Tennessee. It is anticipated that the USIPO will assign responsibility for the TA to the Princeton Plasma Physics Laboratory (PPPL), a national laboratory operated for the United States Department of Energy (DOE) by Princeton University under Contract No. DE-AC02-76CH03073. PPPL has been designated by the USIPO as the lead institution for the design and development of the ITER diagnostic devices that are included in the US in-kind contributions to ITER. This TA is for Electron Cyclotron Emission (ECE) hot calibration source prototype development. The ECE diagnostic system is used in ITER to measure the electron temperature profile. ECE systems are normally calibrated using reference black bodies at suitable temperatures. There are no known commercial suppliers of such sources for the ITER environment (vacuum, 20 year lifetime, high fluence). The specific work objectives under this TA are to: (1) Evaluate critically, supported by conceptual design(s) and engineering analyses, methods for heating the source; (2) Select one method; (3) Design in detail a vacuum-compatible prototype based on the method selected; (4) Construct an appropriate vacuum testing assembly; (5) Construct a vacuum-compatible heated source prototype of size suitable for later calibration tests; (6) Test the source in vacuum for thermal and out-gassing performance; (7) Adjust the engineering models based on the test results to permit the future design of an ITER ECE calibration source to be integrated in the port plug. It is the intent of PPPL to award a sole-source subcontract to the University of Texas at Austin (UT-Austin) to perform the work objectives described in the TA. The subcontract period of performance will be approximately one year (August 2008 through July 2009). This announcement is not a solicitation and does not obligate PPPL to issue a solicitation. Interested parties who feel that they possess the capabilities to provide the services described above should submit a capability statement demonstrating their capabilities to perform this work. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Information submitted should describe your organization, personnel, facilities, applicable subcontractor network and past experience to meet specific needs stated above. A determination by PPPL not to compete this proposed subcontract based upon responses to this notice is solely within the discretion of PPPL.
