Description
17. This is a sole source procurement IAW FAR 6.302-1 and 10 U.S.C. 2304 (c)(1). An approved justification and approval is on file in Contracting Division. The Huntington District intends to negotiate a contract with Evans, Mechwart, Hambleton & Tilton (EMH&T) to complete portions of the Mason Run Watershed (Whitehall) Special Study. A storm water improvement study for the Mason Run Watershed was completed by EMH&T in June 2006 under the Section 594 Environmental Infrastructure program. In this study, EMH&T refined the hydraulic and hydrologic models for the entire watershed and also determined the locations within the watershed where the flows were contributing to flooding in the city of Whitehall. A special study is currently underway within the Mason Run Watershed, located in Franklin County, Ohio. The study is being used to develop measures to ameliorate the flood hazards among the Mason Run Watershed, which have arisen due to urbanization of the watershed. During the study, eight flood reduction measures were developed to reduce flooding. The most promising flood reduction measure is the construction of a retention basin on the northern portion of the Defense Supply Center Columbus (DSCC). This contract will request that drawings, specifications, construction sequencing and an environmental assessment be developed for this alternative.
