- The Department of Veterans Affairs Medical Center, Honolulu, HI is seeking Architectural/Engineering Firms to submit Standard Form (SF) 330 to develop Construction Documents for Project 459-303, design of an Ambulatory Surgery/Procedures Center at Honolulu, HI. The Project Scope of Work provides for design of new 8,700 GSF one story building, which will connect to exisiting Veterans Affairs and Tripler Army Medical Center (TAMC) buildings, and include dedicated space for two ambulatory (same day) surgery rooms and a third room useable for both ambulatory surgery as well as other select ambulatory procedures. Other space for reception, recovery, storage, and support are also included. The new building will need to reflect a compatible appearance with the connected buildings. The design will need to include 20% deducts to include non-essential items, and space as necessary. No more than 5 (five) deductive bid items will be used to achieve the 20%. Prime firm should have, at least, the following licensed/registered specialty disciplines as members of the firm, or team, with demonstrable expertise in their respective fields: Structural, Mechanical, and Electrical, Fire Safety Engineers, Cost Estimators and experience working in a Health Care Environment. This requirement is restricted to Veteran Owned Businesses and Service Disabled Veteran Owned Businesses. No firms will be considered unless an application consisting of a completed SF-330 Parts I and II is received by the VA Contracting Officer. Five (5) copies of the SF 330 are required. SF-330, Part I may be accompanied by any other evidence of experience and capabilities the applicant considers relevant. A separate SF-330, Part II shall be submitted for each proposed consultant's office involved. Selection of firms for interviews and negotiations shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include; (1) past performance capabilities; (2) specialized experience and technical competence; (Health Care Design), (3) capacity to accomplish the work in the required time; (4) past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) geographical location and knowledge of the locality of the project, provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project; (6) any other special qualification required under this announcement by the contracting activity. The area of consideration is restricted to firms with offices and key personnel to be assigned to the designs located within or about 100 mile radius of the VA Medical Center at Honolulu Hawaii. Appropriate data for this project must be submitted to the Contracting Officer on Standard Form 330. FIVE COPIES OF EACH (along with any supplemental information) ARE REQUIRED. Submissions should emphasize experience on similar projects and the key personnel to be assigned to this project, and if any VA experience. This is not a request for proposals.
