Description
The U.S. Geological Survey (USGS), California Bay Delta Authority (CALFED), located in Sacramento, CA, intends to establish a fixed price purchase order, base year (7 Aug 2008 - 6 Aug 2009) plus two (2) option years (7 Aug 2009 - 6 Aug 2010 and 7 Aug 2010 - 6 Aug 2011), for the purpose of obtaining environmental consulting services and assistance with water operation interactions on fish survival and interconnections among various agency programs from Dr. William J. Kimmerer. He will aid the CALFED Science Program in establishing specific mechanisms for ensuring that sound science plays a prominent role in all CALFED decisions to strengthen CALFED's overall scientific performance. He will provide scientific and technical advice on the identification of unknowns and analysis of risks, including research and investigations relating to decision making based on scientific information. He will also advise the Lead Scientist on science and technology issues and their relationship to CALFED agencies procedures and decisions. He will work on selected science issues that have implications across CALFED programs and regions as designated by the Lead Scientist.This requirement will be awarded to Dr. William J. Kimmerer on a sole source basis based on the following reasons: Dr. Kimmerer has served as an advisor to the CALFED Science Program for many years and is uniquely familiar with the program goals and objectives. Dr. Kimmerer has been providing assistance to the CALFED Science Program of which USGS is a partner. His extensive knowledge of the Bay-Delta and assistance to the CALFED Bay Delta Program is critical to help understand technical issues associated with sensitive fish species, water project operations, and ecosystem ecology. Dr. Kimmerer is uniquely qualified to play the role of consultant and advisor to the Lead Scientist. He is a highly qualified PhD level estuarine ecologist. He is a professor and active researcher with the San Francisco State's Romberg Tiburon Center, and has worked in the San Francisco Bay and Delta at the interface of science and water management issues for nearly three decades. He has participated in key workshops that defined management tools (the X2 workshop), he participated in writing the CALFED Ecosystem Restoration Strategic Plan, and he co-chaired the CALFED Ecosystem restoration program's Science Advisory Board. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b). Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive responses. However, all responses received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and sufficient information that describes or demonstrates the firms comprehensive knowledge of the CALFED Bay Delta Program. Only affirmative responses to this notice will be evaluated to the extent necessary for the Government to determine whether it is feasible to conduct a competitive acquisition considering demonstrated knowledge requirement referenced in this notice. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Demonstrated technical ability to successfully provide the required services as stated herein. The applicable NAICS code is 541620.The USGS requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
