Description
R -- SOURCES SOUGHT The U. S. Coast Guard is considering whether or not to set-aside an Indefinite Quantity Indefinite Delivery base year with four one year options acquisition for 8a Set Aside to provide inspection and other construction management services in connection with anticipated construction projects. The specific requirement of the inspection service contract is to ensure compliance with contract documents and inform the Contracting Officer or his designated representatives if these requirements are not being met. The inspection services will be coordinated by the Project Manager and/or Contract Specialist assigned from the US Coast Guard. The Construction Inspector duties shall include but limited too, Attend preconstruction, quality control, progress and other conferences and meetings. Take minutes of meetings as directed by PM/COR, Review and become familiar with the contract documents for proposed construction. Review, analyze, and make recommendations including preparation of cost estimates and time/schedule impacts on potential construction changes to the Project Manager, Review and comment on Progress Schedules, including Network Diagrams, Provide daily inspection and surveillance of construction work to insure the work is in accordance with contract. Make applicable comments on the daily reports. Notify PM/COR of non-compliant work, Witness field tests and review all testing reports accomplished by the contractor and any Government materials testing for conformance with specifications. Establish and maintain a log of all field tests required by the contract documents, Perform surveillance of survey operations for layout and elevations of construction work, Monitor submittals utilizing a submittal status log. Develop and maintain a filing system for submittals, Inform contractor and construction representatives of safety violations, Coordinate requests for passes, outages, excavations, hauling, and delivery routes associated with Coast Guard property, Review and comment on the accuracy of the construction contractor's requests for payment. Verify quantities of all work in place and materials stored on site. Initial all payment requests, Review and acknowledge Contractor's Daily Reports including verification of the project schedule by indicating the activities worked on that day and the activities behind schedule, Maintain an Inspectors Diary. The Diary shall be in a bound, not loose-leaf, notebook. Turn over the complete dairy to the Contracting Officer at the end of the project, Maintain orderly working files for correspondence, minutes of meetings and conferences, payments, updated progress schedules, monthly progress reports, punch lists, field changes, Request for Information (RFI), and contract documents including amendments, notices to proceed, change orders, modifications and other locally generated documents developed during the course of construction, Notify the Contracting Officer via the Construction Officer's Representative and/or Project Manager of any potential construction contractor claims/disputes relative to contract requirements and/or discrepancies in the drawings and specifications. Review and prepare comments on construction contractor's requests for time and price adjustments, Maintain a file of construction photographs documenting progress and problem areas and include appropriate photographs in monthly progress reports, Prepare and submit weekly progress reports, Comment on all contractor's request for final inspections regarding the completeness of specified construction work. Participate in pre-final and final inspections, assist in preparation of detailed punch lists and check that all punch list items are corrected prior to final payment, Verify contractor's maintenance of accurate as-built drawings on a weekly basis and provide comments on completed as-built drawings, Assists in review and comment on all Installation Instructions and Operation and Maintenance Manuals provided by contractor, Conduct labor standards interviews. Construction projects being inspected range from small maintenance, rehabilitation, new construction and design-build type projects. Inspectors must be knowledgeable of various building codes, and compliance regulations. Pojects may be located any where in the United States and its Territories. The estimated maximum contract vaue for this Indefinitie Quantity Indefinite Delivery contract is $3.5M. The applicable North American Industry Classification System (NAICS) for this acquisition is 541330 and the small business size standard is $4.5 Million. At the present time, the USCG is conducting Market Research in order to determine whether there are qualified firms to perform this work.
