- The intention of this notice is to inform the contracting community that the Government intends to enter into a sole source contract for advisory services with Planetree, Inc., 130 Division Street, Derby, Connecticut, 06418 as described herein. The VA Medical Center located in Battle Creek, Michigan (BCVAMC) intends to procure advisory and assistance services to improve patient and employee satisfaction within the BCVAMC. The government's mission is improving the operation of the BCVAMC, the environment of care offered to veteran patients, overall patient satisfaction, and employee satisfaction by utilizing an outside source experienced in patient centered care. The patient centered care concept is an innovative approach designed to address and improve the quality of care and satisfaction of veteran patients utilizing the medical center. The Department of Veterans Affairs, VISN 11, requires onsite and telephone advisory sessions, proven patient centered techniques, space planning and architectural improvement assistance, data collection and analysis, patient education about treatments and services, consultations with BCVAMC medical staff concerning environment of care, staff education and training, leadership development retreats, and detailed project management plans outlining the assistance to be provided. Patient satisfaction improvement strategies (to include staff and patients) shall include focus groups, pre and post implementation satisfaction surveys and monitoring, post discharge patient satisfaction polling, and informative literature to assist patients in becoming more involved with their medical care. Through extensive market research the Government was not able to identify vendors with suitable past experience in providing the full complement of advisory services required, with the exception of Planetree, Inc. As a result, the government intends to award a contract to Planetree, Inc for these services on a sole source basis. The statutory authority permitting other than full and open competition for this procurement is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. In accordance with FAR 6.302-1(b)(1), agencies are permitted to utilize this authority contingent upon a reasonable basis existing that the agency's minimum needs can only be satisfied by unique supplies or services available from only one source or only one supplier with unique capabilities.
