- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation and no other solicitation document will be issued. This solicitation is issued as a Request for Proposals number HSCG44-08-R-TED392.This number is for tracking purposes only. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This procurement will be processed in accordance with FAR Part 12. The North American Industry Classification System (NAICS) is 334111. The SBA size standard in employees is 1,000. The Command and Control Engineering Center (C2CEN), USCG intends to purchase on a non-competitive basis with TRANSAS USA INC. of Bothell WA. for the purchase of 94 each Transas Software Upgrade Licences. The USCG currently owns 94 system licenses for Transas NaviSailor 3000 ECDIS-I, MNS21. This software upgrade is required to provide software installation disk & license to update the software to Transas NaviSailor 3100 ECDIS, MNS 27. The proposed contract action resulting from this synopsis/solicitation for commercial supplies is the Governments intention to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons/parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after date of publication of this synopsis/solicitation will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement, and for informational purposes of future procurements. The contractor for this proposed Sole Source contract is: TRANSAS USA INC. Cage Code 1K9D6. This is a Sole Source Procurement. SOLE SOURCE JUSTIFICATION It is necessary for the performance of Coast Guard Cutters missions to navigate safely in oceans/waterways/coastlines/ports. The existing Electronic Chart Display and Information System (ECDIS) on the 87’ Coastal Patrol Boat Fleet runs Transas NaviSailor 3000 ECDIS-I software. A Transas software upgrade meets the new requirements at minimum cost without making significant alterations to the system configuration. It is cost prohibitive and more time consuming to change the ECDIS system software to another manufacturer to meet a few new requirements; because, we would have to completely redesign the system, including software, hardware (ECDIS software certification is completed in tandem with specific hardware), sensor interfaces, support documentation, and training. By upgrading existing software with the same manufacturer, we will not have to replace the existing hardware, reintegrate sensor interfaces, make drastic changes to support documentation, or provide new training. As part of the original NaviSailor 3000 ECDIS-I purchase, Transas USA agreed to issue the same license number to all unit licenses as an explicit accommodation to the USCG. It is normal practice to issue a separate license number for each unit. This use of license numbers should be maintained to support USCG support of the 87’ CPB fleet. Transas USA should be treated as the sole source vendor because their dealer network is not able to accommodate an upgrade from NS3000 to NS3100, nor are they equipped to issue several unit licenses under the same number. To develop and duplicate this effort would cost the Government an estimated amount of: $2.26 Million Dollars. The estimated cost for hardware and software (this does not include documentation development) is $24,000 per unit (in 2004 dollars) and is based on the initial purchase price of the hardware and software installation when the 87’ CPBs were delivered. For 94 units, the total cost would be $2.26 Million. The estimated cost for the software upgrade alone is $1000, for a total coast of $94,000. End of Sole Source Justification. The government intends to award a contract resulting from this solicitation to the responsible bidder proposal conforming to the solicitation which will be most advantageous and BEST VALUE to the Government, price and other factors considered.
