Description
This notice is amended to clarify requirements and extend the response date. The USDA, Forest Service, Southwestern Region solicits the services of Architectural & Engineering (A&E) firms for traffic engineering. The Government intends to award one (1) A&E contract from this solicitation. The objective is to develop recommendations to improve safety for the traveling public on low volume National Forest System Roads by eliminating or mitigating hazards through signing. Only regulatory and warning signs shall be evaluated by this contract. The work shall consist of conducting field visits to complete and document a Traffic Engineering Judgement as defined and in accordance with the Manual on Uniform Traffic Control Devices(MUTCD), latest edition. The recommendations for corrective measures and or placement of Traffic Control Devices shall be based on current safety standards for both day and night time driving, the EM-7100-15 (Sign and Poster Guidelines for the Forest Service), the AASHTO Guidelines for Geometric Design of Very Low-Volume Rural Roads (ADT<400), and the MUTCD. This work shall be performed on approximately 24 miles on the Apache Sitgreaves National Forest in Arizona and approximately 33 miles on the Carson National Forest in New Mexico. The evaluation factors are: 1. Professional qualifications necessary for required services, licensed in both New Mexico and Arizona. 2. Specialized experience and technical competence in the type of work require. 3. Capacity to accomplish the work in the time allotted for the contract. 4. Past performance on contracts. Those firms interested in responding to this announcement must submit Standard Form (SF) 330 to this office by August 6, 2008.
