Description
NASA/GRC has a requirement for an Alternative Radioisotope Power Source for LunarSurface. The objective of the power system analysis is to arrive at a high-levelrecommendation of power system options for the first set of International Lunar Network(ILN) spacecraft.NASA/GRC intends to purchase the items from the University Space Research Association,part of the Center for Space Nuclear Research (CSNR), located at the Idaho NationalLaboratory. The CSNR is uniquely qualified to do the work due to their close physicallocation and working relationship with the Idaho National Laboratory (INL), which hasparticipated in the development of both the General Purpose Heat Source (GPHS) and theMulti-Mission RTG (MMRTG). The CSNR can provide rapid, unbiased and realisticassessments of the availability of the GPHS source materials.As an independent educational institute working outside of the government or nuclearpower industry, CSNR can uniquely provide rapid, unbiased and realistic assessments ofthe availability of the GPHS source materials and timelines for providing small, lowpower radioisotope power sources (RPS) for the first nodes of a planned InternationalLunar Network (ILN) mission. Additionally, CSNR has the required expertise to identifythe key issues, requirements, and appropriate approval actions associated with the launchof a GPHS, which must be delineated to enable the near-term evaluation of the potentialuse of low power RPS on the ILN mission. As an independent institute with expertise inthe required evaluation areas, ready access to the required information and the abilityto respond quickly within the bounds of the study, CSNR is a uniquely qualified sourcefor this procurement.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon Friday, July 25, 2008. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
