- NASA LaRC plans to issue Blanket Purchase Agreements (BPAs) for Electrical,Electronic, and Electromechanical (EEE) Parts in accordance with FAR 13.303-1 and FARPart 12 Commercial Items Procedures, and intends to simplify the acquisition ofrepetitive purchase of EEE parts which generally have short response times to meetcritical research project requirements. Because most of these orders will be below thesynopsis threshold ($25,000) or meet other synopsis exemptions, individual actions maynot be synopsized. Therefore, interested parties are urged to respond to thisannouncement. NASA LaRC may resolicit for additional BPA sources on a regular basis.Vendors are directed to FAR 52.212-2 Evaluation- Commercial Items, for specificevaluation criteria used to make BAP awards. Vendors having the capabilities necessary tomeet or exceed the stated requirements are invited to submit appropriate documentation,literature, brochures and references in accordance with the submittal requirements underthe Evaluation section of this RFQ. All EEE parts shall be in compliance with the specific NASA, Military or IPC Standards asdetailed in Table 1 of the attached Blanket Purchase Agreement (BPA), NNL08EEEPARTSQ. Itis preferred that suppliers of such parts be certified to the current AS9100 qualitystandard. Vendors are not required to provide all EEE parts listed in Table 1 of the BPAbut should clearly detail their individual capabilities by completing the EEE partsavailability schedule in Table 1 of the BPA (see instructions on Page 2 of the BPA).Responses should also include: name and address of firm, size of business; average annualrevenue for past 3 years and number of employees; ownership; whether they are small,small disadvantaged, 8(a) Hubzone, and/or woman-owned; number of years in business,affiliate information: parent company, joint venture partners, potential teamingpartners, prime contractor (if potential subcontract) or subcontractors (if potentialprime); list of customers over the past three years (highlight relevant work performed,contract numbers, contract type, dollar value of each procurement, and point ofcontact-address and phone number). This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation,which is issued as a Request for Quotation (RFQ); quotes are being requested and awritten solicitation will not be issued. Offerors are required to use the On-Line RFQsystem to submit their quote. The On-line RFQ system is linked above or it may beaccessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The informationrequired by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13. It is the quoter's responsibility to monitor this site for the release of amendments (ifany). Potential quoters will be responsible for downloading their own copy of thisnotice, the on-line RFQ and amendments (if any). An ombudsman has been appointed - See NASA Specific Note "B".
