Description
This Request for Quote is to acquire a commercial item, for the contractor to furnish and deliver One (1) Tractor and One (1) 3 Point Hitch, per attached specifications, for the Service Center, Umpqua National Forest. This includes furnishing labor, materials and equipment. The acquisition will be a commercial item based on FAR Part 12 and rules in FAR 13, Simplified Acquisition Procedures. SYNOPSIS: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation, AG-04T1-S-08-0032, is being issued as a Request for Quotation (RFQ) to acquire a commercial item, for the contractor to furnish and deliver One (1) Tractor and One (1) 3 Point Hitch, for the Service Center, Umpqua National Forest. This includes furnishing labor, materials and equipment. All parts meet Original Equipment Manufacture (OEM) standards, and US Department of Transportation approval. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26. (iv) This acquisition is a 100% set-aside for small business. The associated North American Industrial Classification System (NAICS) code for this procurement is 423810 with a small business size standard of 500 employees. REQUIREMENTS: a. Inspection will be performed by government and acceptance must be approved by the Inspector upon completion of delivery. (v) TECHNICAL SPECIFICATIONS Item #1 2-WHEEL DRIVE TRACTOR, 85 HORSE POWER (HP) OR GREATER •Diesel fuel engine, minimum 85 HP •2 wheel drive w/differential lock •Open platform with ROPS and seat belt •Rear fenders •Independent 540 RPM PTO rated @ 70 HP minimum •Rear exhaust with USDA approved spark arrester muffler, no vertical front exhaust (driver safety issue, also gets knocked off by tree limbs) •20 gallon fuel minimum capacity •8 x 8 transmission minimum, shuttle-shift or equivalent •Front weight rack capable of providing 20% weight to front wheels with 72 inch (2500 lb) cut mower deck Estimated counterweight of 600 lbs. •Tires, rear shall be traction type, no turf tires, at minimum of a 23 degree cleated 16.9 X 30 rear and ribbed 7.50 X 16 front, based on ground clearance, specification and height. •Ground clearance, with a minimum of 18 inch or higher •Maximum vehicle Height 100" to top of ROPS •Front lights, Rear work lights and Safety Flashers for road travel •SMV sign for rear •Front brush guard Item #2 3 POINT HITCH •Rated lift 4,000 lb (pound ) minimum •Top link draft sensing •Independent draft and lift controls •ASME CAT I and II capable with interchangeable hitch balls •Telescopic stabilizer bars •Open center auxiliary hydraulics 2500 PSI with 15GPM flow •Tow bar for trailer hauling minimum capacity 10,000 pound •Specify Warranty General workmanship: Reference: Federal Acquisition Regulation (FAR) 52-236-5 Material and Workmanship. (Section I) (vi) Items shall be delivered F.O.B. destination and off-loaded to: Delivery Location: Delivery Site Location: Umpqua National Forest, Service Center, 2691 Diamond Lake Boulevard, Roseburg, OR 97470 - The Forest Service will provide direction to delivery site. Notification Of Shipment 24 HOUR NOTICE PRIOR TO DELIVERY: Immediately prior to actual time of shipment the Contractor shall notify the following person of the anticipated delivery date. (JUN 2008) DUNS, Cage Code, tax ID, shall be submitted with quote. All firms must be registered in the Central Contractor Registration Database at www.ccr.gov in order to be considered for award. (viii) The provision at FAR 52.212-3, Offeror Representations and Certification-Commercial Items, (JUN 2008) is applicable to this acquisition. All vendors must be registered in Online Representations and certifications (ORCA) (https://orca.bpn.gov)) at the time of Quote submittal.
