Description
Offerors are instructed to read the entire Synopsis and register for notification for the upcoming Solicitation/Request for Proposal (RFP). This Synopsis will be posted for fifteen (15) days or less, before the Solicitation/Request for Proposal (RFP) is posted to this site. The Government intends to solicit proposals for the creation and operation of the Defense Forensic Enterprise System (DFES). The Primary NAICS code for this requirement is 541380 Testing Laboratories; however, the following NAICS codes may apply to some aspects of the service performance: NAICS code 541990 All Other Professional, Scientific, and Technical Services; and NAICS code 922130 Legal Counsel and Prosecution. The Government intends to make award of one Requirements Contract as a result of the Request for Proposal (RFP). Award is anticipated for September 2008. Task Orders will be issued against the award as the need arises. Large Business submitting proposals must provide a Sub-Contracting Plan with the initial proposal. Period of Performance (POP): The period of performance shall be for one (1) Base Year of 12 months and two (2) 12-month option years. All proposal requirements (Part I Technical Proposal, Part II Past Performance Information, and Part III Pricing) must be included in the Offerors proposal and received prior to the date and time to be specified in the RFP. Description of Services/Introduction: The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to directly support creation and operation of the Defense Forensic Enterprise System (DFES). The contractor shall perform to the accepted professional standards in this contract. Specific requirements will be included in the RFP. Background: The Army requires a contract vehicle that is capable of more quickly addressing emerging requirements as resources become available. The contract will support four principal organizations within the Army: the Office of the Provost Marshal General (OPMG), United States Army Military Police School (USAMPS), the Criminal Investigation Division Command (CIDC), and the United States Army Criminal Investigation Laboratory (USACIL) for current and future requirements. Testing services may be conducted in Government laboratories in Forest Park Georgia, and Washington DC., and at OCONUS locations. Selected Task Orders shall require performance in OCONUS locations with Contractor supplied equipment, personnel, services, and all materials or other items necessary for performance. Objectives: This contract will provide for any services that support the requirements of the Army or the Army in support of other DOD agencies. The selected contractor will be expected to identify, analyze, develop, implement, and field innovative ideas related to mission and readiness of each organization. The contractor working under this contracting vehicle will apply their analytical approach into supporting activities capable of achieving Government requirements. Key objectives include, but are not limited to (1) the forensic disciplines of Nuclear DNA; Serology; Trace Evidence; Firearms & Tool marks; Drug Chemistry; Forensic Documents; Forensic Anthropology; Digital Evidence; Forensic Odontology; Mito-DNA; Latent Prints; Forensic Toxicology; Forensic Databases; Forensic Pathology; and other disciplines; and, (2) forensics related to: Facilitate independent unbiased Rapid Evaluation Services; Research and Analysis and Support Services for the following functions: Police Intelligence Operations; Law Enforcement (LE) Support; Future Organizational Structure; Force Modernization for all DoD agencies, and Leader Development Capabilities; Criminal Intelligence Program; Forensic analysis in support of criminal investigations; casualty identifications; medical examiner functions; computer network intrusions; expert testimony; forensic repositories and databases; research and development; intelligence operations; counter-intelligence operations; Sensitive Site Exploitations or attack sites; confirmation or denial of U.S. hostages; support to the Global War on Terrorism; expeditionary forensic capabilities; DoD or service specific significant investigations; education and training; contracting of forensic services not possessed by a DoD entity; nation building forensic support such as the establishment of indigenous forensic services and training programs; forensic analyses performed in a CBRNE environment, particularly deployed; research and development of new forensic technologies and capabilities; DoD and federal agency integration of forensic capabilities; DoD and international agency integration of forensic capabilities; DoD and national forensic data basing; integration of forensic and biometrics capabilities and databases; DoD/governmental technology transfers; long term evidence storage; accident investigations; accident reconstructions; Homeland security applications transferring appropriate war fighter lessons learned and techniques to U.S. criminal investigations and counter-intelligence uses. Also included are legal and attorney related services. Scope: Services covers the following: Strategy, Policy, Doctrine, analysis of all types, whether pertaining to Data, Equipment, Tactics, or Training, Integration Services of all types, Research and Development, Interoperability, Subject Matter Expert (SME) test and evaluation, forensic analyses, court testimony, forensic training, validation and verification, to General Support Service. Additionally, required support must consider Joint Military Operations across the full spectrum of the Department of Defense (DoD) and combined arms operations within the Department of the Army (DA) as it relates to forensic programs or capabilities. The planned contract will therefore be available to all Services, in conjunction with OPMG, USAMPS, CIDC, and USACIL missions to use in support of their requirements. Areas of interest include, but are not limited to: Policy, Doctrine, Product Analysis, Integration Analysis, Research Support, Systems Integration, Test and Evaluation Support, Training Support and Development, Subject Matter Expert Support, Functional Area Assessments, Lessons Learned, Database Development, Instructor-Student Task Analysis, Staff Support, Exercise Support, Organizational Analysis, Lean Six Sigma, Criminal Investigations Support, Forensic Analysis, Forensic Operations, Modeling and Simulation; Collaborative Computing; Information Sharing for Virtual Environments, Rapid Development and Deployment of Information; Training Technologies; Basic Research and support in the area of Information Technologies. The contractor shall also perform structured engineering trade studies, develop engineering total cost of ownership analysis, and leverage technologies from other Government organizations and programs in direct support of Army Organization activities. A Site Visit for interested Offerors will be announced via modification to this Synopsis.
