Description
The Department of Veterans Affairs Medical Center, 1111 East End Blvd, Wilkes-Barre, PA, requires an emergency electrical systems upgrade. Under Project Number 693-06-103, the contractor will provide all necessary labor, material, tools, supervision, equipment, permits, testing and reports required for construction of an emergency electrical upgrade system, Phase 3. Construction under this project shall include, but is not limited to, modifications and/or additions to the existing emergency electrical system both inside and outside the building, per provided construction bid documents.. Asbestos/lead paint removal may be encountered under this project. All work is to be performed in accordance with the plans and specifications and all federal, state and local codes and regulations. The project shall include replacement of two emergency generators presently serving the facility. During replacement, the contractor shall be responsible for maintaining the availability of an emergency power source to areas serviced by the unit being replaced. Replacement shall include, but is not limited to, all necessary site preparation, tank provisions, permits, inspections and the connection of all associated controls, circuits, switches and monitoring systems, both new and existing, for each tank and generator. Work shall also include replacement/installation of sight lighting, high/low voltage electrical feeders, transfer switches, transformer(s) and panel boxes. All installations are to include associated materials required for the completion of the work, per the construction documents. Work hours for the project shall be considered standard day shift hours, between 7am and 5pm, Monday through Friday unless specific authorization is granted by the Project Manager. All work is to be performed in accordance with the plans and specifications and all federal, state and local codes and regulations. The contractor is responsible for maintaining ICRA Requirements for all work performed under this contract. ICRA Classifications for the work to be performed have been determined as Class II or III for areas of general access areas and Class IV for all patient care areas. The IC Nurse shall make the final determination as to the level of ICRA protection required for each work area based on manner in which the work is to be completed. Estimated construction cost range is between $1,000,000.00 and $5,000,000.00. Period of Performance will be 365 calendar days. Set-Aside Information: This solicitation will be issued pursuant to the authority of FAR 19.14, Public Law 109-461 and the Veterans Benefits Healthcare and Information Technology Act of 2006 and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). Contractors eligible for an award shall be 51 % or more owned and managed by Service Disabled Veterans. Service Disabled Veterans shall control the daily operations of the firm. The firm must be small under relevant North American Industrial Classification Standard (NAICS) code and the firm must be registered and current in the following websites: http://www.vip.vetbiz.gov, http://www.ccr.gov, and https://orca.bpn.gov. Offerors must ensure registrations in these websites are not expired and are correct, current and valid. The Contracting Officer is not responsible for correcting information. The Contracting Officer is not responsible for Joint Ventures. Each of the parties of firms qualifying as a joint venture under the SDVOSB program must be a small business and, one of the parties, the managing participant, must be an SDVOSB. The NAICS code for this project is 238210 and the small business size standard is $13.0 Million. Bid Bonds, Payment Bonds, and Performance Bonds will be required. A pre-proposal conference and site visit will be held, date/time/location to be provided with the solicitation. The solicitation documents will be posted at the FedBizOpps website (http://www.fbo.gov) on or about July 17, 2008.
