Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. NOTICE OF INTENT TO AWARD SOLE SOURCE - HEARTLEY HOUSE, INC. The US Army Medical Research Acquisition Activity intends to issue a sole source purchase order to the Heartley House, Inc., PO BOX 857, Frederick, MD 21705-0857, for a base year plus four option years, contract to provide a trained Victim Advocate, counseling services and shelter when necessary for victims of domestic violence. Heartley House, Inc., is the only non-profit organization in Frederick County for emergency shelter for spouses and children impacted/involved in domestic violence. Additionally, the Heartley House, Inc., provides counseling services, legal counseling, and when necessary accompanies the client either to the hospital or court for services and protection orders. Heartley House, Inc., provides the Abuser Intervention Group classes for offenders, which through our MOA and this contract, allows service member (offender) to attend the 26-week course at no additional cost. Substantiated offenders may be ordered by Command to successfully complete the course in order to be considered to stay in the Army. No solicitation document exists. Any firm that believes it can provide the stated capability is invited to submit written notification to the Contracting Officer within ten calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to provide the stated capability. Information can be sent to the Contracting Officer at: USAMRAA, ATTN: MCMR-AAA-G (Peggi Lesnow), 820 Chandler Street, Frederick, MD 21702-5014, or by e-mail: peggi.lesnow@amedd.army.mil. No telephone requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract.
