Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.The solicitation number is W911QX-08-T-0142. This acquisition is issued as a Request for Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This acquisition is issued on an unrestricted basis to allow for full and open competition. The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001, Microcompounder, One (1) EA. Description of requirements: The contractor shall provide delivery, installation and training for a new lab-scale micro-compounder and corresponding injection molding instrument that meets or exceeds the following specifications: The micro-compounder shall be capable of functioning in both batch (re-circulating) and continuous modes of operation. The micro-compounder shall have twin-screw mixing elements. The micro-compounder shall be capable of both co- and counter-rotation (including screws with proper geometry for both modes). The micro-compounder shall have an operational range from ambient temperature to at least 430C. The micro-compounder shall have an operational pH range at temperature from 1-14. The micro-compounder barrel shall allow both isothermal and temperature gradient heating profiles, with at least 4 independent heating zones. The micro-compounder barrel material shall have an inherent material hardness of at least 60HRC and surface hardness of 2000 HRV (note: Vickers hardness exceeds meaningful regime for Rockwell hardness). The micro-compounder hard screw material shall have an inherent material hardness of at least 50HRC. The micro-compounder shall have a Clamshell/open-barrel design for ease of cleaning. The micro-compounder shall have a fluid-tight barrel to allow use of low viscosity processing additives. The micro-compounder shall have a removable backflow/outflow valve design for ease of cleaning. The micro-compounder shall have removable mixing screws for ease of cleaning. The micro-compounder shall have a low material retention in backflow channel; at least 60% of material should be discharged from the barrel after the completion of recirculation mode operation. The micro-compounder batch-mode operation shall accommodate a variety of sample sizes, ranging from 3mL to greater than 12mL total volume. The micro-compounder shall have the capability of cooling the barrel by either water or air. The micro-compounder shall include application software capable of interfacing with a personal computer (PC) for control and data collection during operation. The Government will provide a computer to serve as the computer controller and data analysis tool. The micro-injection molding instrument shall be capable of injecting at least 9mL into a mold cavity. The micro-injection molder shall have an operational temperature range up to 400C. The micro-injection molder instrument shall have at least two controlled heating zones. The micro-injection molder instrument shall have a mold capable of either heating or cooling. The micro-injection molding shall have pneumatic piston-driven injection, exerting at least 16,000 N force. The micro-injection molding instrument shall have a small footprint, less than 4 x 2 bench space requirement. The micro-compounder system shall be installed at the Army Research Laboratory (ARL), Bldg 4600, Aberdeen Proving Ground (APG). Operation of the installed system shall be verified by company technicians at the ARL-APG site prior to acceptance by the Government. The Contractor shall be responsible for obtaining all licenses and permits, complying with all applicable Federal, State, and municipal laws, codes, and regulations, and Office of Safety and Health Administration (OSHA) requirements during the installation of the system. One-day on-site training for up to six ARL personnel on the general operations of the system shall be provided. All system user manuals and engineering drawings for instruction, installation, operation, calibration, and maintenance/trouble shooting purposes shall be provided. A one-year warranty on all parts and labor for the system and all accessories shall be provided. Delivery is required 120 days ARO. Delivery shall be made to Bldg. 4600, Aberdeen Proving Ground, MD. Acceptance shall be performed at Aberdeen Proving Ground, MD. The FOB point is Destination. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None. The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The following factors shall be used to evaluate offers: Technical, past performance, and price. The technical capability and past performance are of equal importance and when combined are slightly more important than price. The technical evaluation will be a determination as to whether the product being offered meets or exceeds the salient characteristics in above and shall be solely based on information furnished by the vendor. The government is not responsible for locating or securing any information which is not identified in the offer. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cut, illustrations, drawings, or other information) necessary for the government to determine whether the product meets the performance characteristics and specifications of the requirement. If the vendor proposes to modify a produce so as to conform to the requirement of this solicitation, the vendor shall include a clear description of such proposed modification and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the Offeror as to actual sales of the proposed product to industry or government agencies and must include records of at least two recent sales and identify a point of contact for each by providing a name, telephone number or email address. The Government will award a contract to the Offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The Government reserves the right to award to other than the lowest price and to award without discussions. Offerors shall complete the annual representations and certificates electronically at http://orca.bpn.gov or include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. Offerors shall include DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer.
