Description
This is a notice of intent that 327 ACSG anticipates issuing a contract for the requirement to provide Engineering Services in support of the B-52 Aircraft. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, The Boeing Company, Cage: 82918 Wichita, KS 67210-2112, in accordance with FAR 6.302. Authority: 10 U.S.C. 2304(C)(1), Justification: this is a follow-on contract for the continued provision of highly specialized services, and the services are available from only one responsible source because award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and in unacceptable delays in fulfilling DoD requirements. No other type of services will satisfy DoD requirements. The B-52 Engineering Sustainment Program requirement involves recurring and non-recurring engineering services. Contractual requirements will include systems engineering support, detailed design engineering, design change analyses, system and subsystem integration, technical analyses, drawing and technical data maintenance, software development, maintenance, and support; technical order development, maintenance, and updates; Government Furnished Property maintenance, Engineering Change Proposal preparation and submission, flight safety analyses, reliability and maintainability analyses, ground and flight test support, program analyses, design study preparation, cost estimation, schedule development, accident investigation, engineering feasibility studies, material deficiency report analyses, field problem investigation, failure analyses, in-flight emergency response and maintenance of the systems integration laboratories. The effort is an Indefinite-Delivery Requirements contract with a one year basic ordering period and nine-one year options. The period of performance will be 12 years if all options are exercised. The contract will use multiple pricing arrangements to include: firm fixed price, cost plus fixed fee, cost plus incentive fee, cost plus award fee, cost reimbursable and time & materials. The anticipated release date of the request for proposal is 31 July 2008. The anticipated contract award date is 18 Dec 2008. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All potential offerors should contact the buyer/PCO identified below for additional information and/or to communicate concerns, if any, concerning this acquisition. See Numbered Notes: 22 and 26
