- Description
- The U.S Geological Survey, Grand Canyon Monitoring and Research Center, Glen Canyon Dam Adaptive Management Program (GCD-AMP) was established in 1996 by the Secretary of the Interior to implement the 1992 Grand Canyon Protection Act, the 1995 Glen Canyon Dam Environmental Impact Statement, and the 1996 Record of Decision. The GCD-AMP consists of five major components: 1) An Adaptive Management Work Group (AMWG) The AMWG is a 25-member Federal Advisory Committee Act committee that was established to oversee/guide implementation of the GCD-AMP. It reviews/develops alternative dam operations and related conservation measures and provides recommendations to the Secretary of the Interior, 2) The Secretary of the Interior's Designee serves as the chair of the AMWG and provides a direct link between the AMWG and the Secretary of the Interior (Secretary), 3) A Technical Work Group (TWG) translates AMWG policy and goals into information needs, provides questions that serve as the basis for long-term monitoring and research activities, and conveys research results to the their AMWG member, 4) The USGS Grand Canyon Monitoring and Research Center (GCMRC) provides credible, objective scientific information on the effects of the operation of Glen Canyon Dam and related factors on natural and cultural resources along the Colorado River from the forebay of Glen Canyon Dam to upper Lake Mead, referred to as the Colorado River Ecosystem (CRE), and 5) Independent Review Panels (IRP) provide independent assessments of program proposals and accomplishments to ensure scientific objectivity and credibility. Included in the IRP is an assemblage of independent Science Advisors (SAs) whose review input is compiled by an Executive Coordinator fields relevant to the goals of the GCD-AMP. Under GCD-AMP protocols, the AMWG is to review and recommend to the Secretary of the Interior the annual program of work for the SAs and GCMRC is responsible for administering and supervising the SAs. The SAs services were enlisted to increase the efficiency and quality of the science being developed by GCMRC and used by the AMWG and the Secretary. The SAs provides independent scientific oversight and technical advice to ensure that GCMRC science programs are efficient, unbiased, objective, and scientifically sound. The USGS, Grand Canyon Monitoring and Research Center requires the services of an Executive Coordinator to oversee and administer the SAs. The duties of the Executive Coordinator include the following: 1) Recommend to AMWG/GCMRC an interdisciplinary group of active senior scientists currently performing science, from which 8-12 members are selected according to protocols adopted by the AMWG. The Executive Coordinator will also recommend stipends, 2) Enter into contracts to secure the required service of the SAs, 3) Provide administrative support (i.e., travel, expenses, report production) for SA activities, 4) Recommend replacements for SAs as necessary; i.e., completion of review term, resignations, non-performance, etc., 5) Recommend use of any supplemental reviewers for individual tasks, 6) Develop and recommend SAs review procedures and work schedule, 7) Obtain annually from GCMRC/AMWG/TWG/Secretary's Designee all GCD-AMP review/advisory needs for upcoming two fiscal years, 8) In accordance with the GCD-AMP budget and work plan schedule, prepare and submit to the TWG and AMWG a biennial work plan and budget for the SAs review activities, 9) Implement the work plan following review by the AMWG and approval by the Secretary, 10) Coordinate and direct all SAs review assignments, work tasks, and writing requirements, 11) Develop written SAs reports to AMWG/GCMRC using all SAs input, and 12) Compile and submit all final SAs comments as reports to AMWG/GCMRC/TWG. Provide presentations to AMWG/GCMRC/TWG on all reviews completed each year. This will be a commercial acquisition in accordance with the procedures of Federal Acquisition Regulation (FAR) Part 12. The applicable NAICS code is 541690 - Biological Consulting Services, for which the associated size standard is $6.5 million. This notice and any resulting solicitation or contract conforms to the requirements in place through FAC 2005-26, effective 12 Jun 2008. The USGS is contemplating a contract with one base year and four option years. Complete specifications and required deliverables will be provided with the Request for Proposal, which is anticipated for release on or about 29 July 2008.
