- Description
- The Department of Commerce, NOAA, National Environmental Satellite Data Information Services (NESDIS), Office of Satellite Research intends to negotiate on a sole source basis, under authority of Federal Acquisition Regulation (FAR) Subpart 6.302 under the statutory authority of 41.U.S.C.253 (c)(1) - Only one (1) responsible source and no other supplies or services will satisfy agency requirements., with Raytheon, to refine the complete lifecycle of repeatable procedures, guidelines, and plans to reliably port and deliver NOAA/NESDIS environmental software systems across platforms, locations, and organizations for the Systems Engineering Processes (SEP) program. The estimated period of performance is for 24 months with no options. This requirement consists of four (4) phases. Phase 1 and Phase 2 are complete. This requirement is for Phase 3 and Phase 4. Phase 3 objectives are to: (1) Finalize CMMI objectives for the STAR organization; (2) Create and/or refine all STAR EPL process assets to Version 3 (operational version); (3) Complete the NUCAPS pilot project; and (4) Develop common STAR/SPSRB practices. Phase 4 objectives are to: (1) Achieve full functionality of the STAR EPL; (2) Implement STAR EPL practices across the STAR organization and its projects; and (3) Achieve a CMMI rating for the STAR organization. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis. This is in order to determine a bona fide capability to meet the requirement. A determination by the Government not to open this requirement to competition based upon the responses to this notice is solely within the discretion of the Government. A firm fixed-price contract is contemplated for this effort. Affirmative written responses must be received no later than August 7, 2008. Please submit any and all written responses to Edith L. If no affirmative written response is received within 30 days from the publication of this synopsis, a contract may be issued to Raytheon without further notice. NAICS code is 541618 with a corresponding small business size standard of $6.5 million.
