Description
NASA/GSFC has a requirement for a X-RAY FLUORESCENT MACHINE with the followingrequired specifications:1.The unit must come with multiple collimators2.Light Curtain to protect optics/collimators3.Laser Focusing4.Must have automatically controlled Cobalt filter to block out the nickel in a Ni/Cusample5.Graphical Interface displays: measurements, statistics, and graphical display6.3D Topography of plating thicknesses in Z mode7.Must be able to display data in three different views8.Must have the ability to either be focused manually or automatically9.Should come with Micro Focus that has a stable long life tub (85x85um spot)10.The stage needs to be programmable in the X, Y, Z coordinates11.The stage size should be at lead X=8, Y=6, Z=4 with mouse controlled stagepositioning12.Stage should automatically move forward when the door is opened for the easy loadingof samples, and then return to home when door is closed13.The X-Ray tube current needs to shutdown between measurements14.Built in Sleep Mode for tube longevity15.The XRF must be able to perform single as well as double layer measurementssimultaneously16.Must make corrections for different substrate and coating densities17.Must be able to perform analysis of plating baths to show metal content without havingto prepare a special sample18.The XRF must come with a Windows XP operating system, flat panel monitor (18 20widescreen), CD-RW/DVD drive, video capture (digital graphics card), High Speedprocessing19.Camera must be digital CCD high-resolution and in color20.Point and Measure positioning is a requirement the XRF Must have21.Video image must be shown on display22.Warranty must be at least 1 year for parts and labor, and at least 3 years on theX-Ray Tube (standard)23.Installation of the XRF and Operator Training are a mustThis notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation,which is issued as a Request for Quotation (RFQ); quotes are being requested and awritten solicitation will not be issued. Offerors are required to use the On-Line RFQsystem to submit their quote. The On-line RFQ system is linked above or it may beaccessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. Theinformation required by FAR Subpart 12.6 is included in the on-line RFQ.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.This procurement will be processed using the procedure in FAR Part 13 using SimplifiedAcquisition Procedures, and the Procedures set forth in FAR Sub Part 13.5 "Test Programfor Certain Commercial Items".This procurement will be a Full and Open Competition and is being conducted under theauthority of FAR Subpart 13.5, Test Program for Certain Commercial Items. The followingprocedures apply to this procurement. The evaluation factors listed in this solicitationdo not necessarily indicate their order of importance and subfactors, if any, may not beindicated. A competitive range determination may not be made. Award without discussionsmay be made. Negotiations may be held with one or more offerors but not necessarily withall offerors in the competitive range if one is established. Comparative evaluations ofoffers may be made. Offers will be evaluated inclusive of transportation charges from theshipping point of the supplier to the delivery destination. Award will be based upon anassessment of price and other factors. The award document may be a purchase order or acontract at the discretion of the Contracting Officer. Notifications to unsuccessfulofferors shall be given only if requested. Questions regarding this acquisition must be submitted in writing via e-mail tonadja.hardy@nasa.gov no later than 07/21/2008. It is the quoter's responsibility tomonitor this site for the release of amendments (if any). Potential quoters will beresponsible for downloading their own copy of this notice, the on-line RFQ and amendments(if any).An ombudsman has been appointed - See NASA Specific Note "B".
