- The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for Dry Dock and repair to the USCGC CORMORANT (WPB-87313). The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Best Value, Request for Quote (RFQ), on or about 31 JULY 2008. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPS) web page at https://www.fbo.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail, if requested. Send all requests via e-mail to Viki.J.Frey@uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. FEDBIZOPS also contains an option for automatic notification service. The standard industrial classification code is 3732 and the NAICS is 336611. The acquisition will be solicited as Total Small Business Set Aside. The homeport of the vessel is Fort Pierce, Florida. All work will be performed at the contractor’s facility. The performance period will be FOURTY-TWO (42) days with a start date on or about 3 NOVEMBER 2008. The scope of the acquisition is for: (1) Welding Repairs; (2) Clean and Inspect Oil and Oily Waste Tanks; (3) Clean and Inspect Fuel Storage and Overflow Tanks; (4) Clean and Inspect Sewage Tank; (5) Clean and Inspect Grey Water Tank; (6) Realign Main Engine/Reduction Gear; (7) Remove, Inspect, and Reinstall Propeller Shafts; (8) Repair Shaft: (9) Straighten Shaft; (10) Renew Intermediate Water-Lubricated Shaft Bearing; (11) Renew Aft Water-Lubricated Shaft Bearing; (12) Remove, Inspect, and Reinstall Propellers; (13) Perform Minor Repair and Recondition of Propeller; (14) Renew Depth Indicating Transducer; (15) Inspect Sea Chest Riser Piping and Flanges; (16) Remove, Inspect, and Reinstall Rudder Assemblies; (17) Renew Rudder Lower Bearing; (18) Clean Grey Water Piping System; (19) Clean Grey Water Piping System; (20) Clean Sewage Piping System; (21) Preserve Forward Peak Compartment; (22) Preserve Stern Tubes; (23) Preserve Underwater Body; (24) Preserve Freeboard; (25) Renew Cathodic Protection System; (26) Routine Dry-docking; (27) Provide Temporary Logistics; (28) Preserve Bilge Surfaces in the Lazarette; (29) Overhaul and Renew Valves. Trained welders who have been certified by the applicable regulatory code performance qualification procedures shall accomplish all welding and brazing.
