- The Department of Health and Human Services (DHHS) intends to negotiate with the National Association of State Alcohol and Drug Abuse Directors (NASADAD), a non-profit organization, on a sole source basis, to address the mental health and substance abuse needs of tribal communities, the National Guard, and the workforce. The period of performance will be August 4, 2008 – August 28, 2009. The Government intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1). This procurement is under the Simplified Acquisition threshold and will be awarded as a Simplified Acquisition. The purpose of this contract is threefold. The first task is to conduct a consultation with Tribal Leaders and the Directors of the Single State Authority for Substance Abuse in each State to address the needs of Tribes in States. The second task is to conduct a meeting with the Adjunct Generals of the National Guard in each State and the Directors of the Single State Authority for Substance Abuse in each State to address the needs of the National Guard. The third task is to provide an analysis of the feasibility of using the AmeriCorps project to increase the substance abuse and behavioral health workforce through a Substance Abuse Fellowship program. The National Association of State Alcohol and Drug Abuse Directors, Inc. (NASADAD) basic purpose is to foster and support the development of effective alcohol and other drug abuse prevention and treatment programs throughout every State. NASADAD is the only organization that represents the State and Drug Abuse Directors. NASADAD serves as a focal point for the examination of alcohol and other drug related issues of common interest to both other national organizations and federal agencies. NASADAD also has the influence and network to 1) conduct a Tribal consultation with Tribal Leaders and the Directors of the Single State Authority for Substance Abuse in each State to address the needs of Tribes in States; 2) conduct a meeting with the Adjunct Generals of the National Guard in each State and the Directors of the Single State Authority for Substance Abuse in each State to address the needs of the National Guard; and 3) Provide an analysis of the feasibility of using the AmeriCorps project to increase the substance abuse and behavioral health workforce through a Substance Abuse Fellowship program in partnership with the State Substance Abuse Director. The purpose of this synopsis is to determine whether there may be other sources with the necessary expertise, qualifications, and experience to perform the work described above. Any source capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Governments requirement as articulated above. This notice of intent is not a request for competitive quotes. No solicitation document is available. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
