Description
This is a combined synopsis/solicitation prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The government will award a firm-fixed-price (FFP) contract resulting from this solicitation, to the responsible contractor whose quotation, conforming to the solicitation, will be the most advantageous to the government, price and other factors considered. The projected award date is July 21, 2008. REQUIREMENTS: The contractor will perform testing of polyester slings choked around a large section of a crane tower in the on-going investigation of the crane failure/collapse at East 51st Street, which occurred March 15, 2008. Contractor’s equipment test site should have the capability to perform real-time testing involving large structures. The test site must be capable of securing and rigging one large section of the crane tower to facilitate testing of the slings to replicate the actual conditions of the accident site. Contractor will perform testing on 2'' wide polyester slings, 6' long, under a gradually increasing inclined tensile load until the slings fail. Four slings shall be tested at a time. The load to each sling shall be inclined to approximately 40 degrees to the vertical. The exact angle of inclination in orthogonal directions will be determined by the drawings furnished by OSHA. Each sling shall be choked around a leg of the four-sided square crane tower section to replicate the exact conditions on the day of the incident. Each leg of the tower section consists of W 12x106. The bracings on the two opposite sides of the tower section are comprised of 6" diameter pipes. The bracings on the other two opposite sides consist of steel angles 6” x 6” x 1/2". The crane tower section is approximately 8' x 8' in plan, and 13'-2" in height. The tower section weighs approximately 11,500 pounds. The slings’ ultimate capacity in tension (gravity direction) is approximately 20,000 pounds. The contractor will also develop planned testing protocol and submit this information to OSHA for review and concurrence. The contractor will receive the tower section from supplier (supplier to be arranged by OSHA). The contractor will offload the tower section from truck, and prepare frame for testing. The tower section is not to be damaged, destroyed or modified and shall be returned in the same condition when received. OSHA will provide 12 new exemplar slings for testing. The contractor will conduct testing according to agreed-upon protocol. The test will be repeated three (3) times, and shall be rigged similar to the manner used on 3/15/2008 according to information developed by the OSHA accident reconstruction (for a diagram detailing the conditions at the time of the accident, please contact Contracting Officer Debra Reynolds). OSHA officials and subject matter experts will be provided an opportunity to observe the testing. After the testing is completed, contractor will load frame onto supplier's truck for removal from the site. Contractor will complete engineering analysis from the Laboratory reports and the visual inspection. Contractor will complete report on investigation and analysis. Contractor will provide detailed report (4 copies), and analysis of equipment. This will include photos, documentation of test lab set-up, video, analysis and conclusion of equipment inspected. Contractor will submit draft report for review no later than August 20, 2008. A review of the analysis and report will be conducted via conference call. Contractor will complete and submit final report no later than August 27, 2008. All materials to be returned to OSHA upon completion of testing (tower frame will be picked up by vendor). The proper chain of custody is to be maintained at all times. The testing and results will be kept confidential and shared only with OSHA. There should be no outside dissemination or discussion of testing or results. The expected period of performance start date for this contract is July 22, 2008. The period of performance end date for this contract shall be no later than September 15, 2008. All responsible sources may submit a quotation which, if timely received, will receive consideration. Quotations must be submitted no later than 12pm (noon), Eastern Standard Time, on July 21, 2008.
