Description
This publication serves as a notice of intent to procure, on a sole-source basis, with the Cortland Cable Co., Inc. The intended acquisition acquire mooring cable for which the Government intends to acquire from one source under the authority of 41 USC 235(c) (1), Only One Responsible Source. NOAA's Oceanic and Atmospheric Research (OAR), Pacific Marine Environmental Lab (PMEL) requires the manufacture of a variety of oceanographic mooring cables or mooring lines. The proposed contract will be an Indefinite-Delivery, Indefinite-Quantity type contract for a base period and two one-year options. The only known source to provide the required cable is Cortland Cable Co., Inc. Cortland Cable has developed proprietary products and techniques that is shark bite resistant and complies with PMEL's specialized design of new mooring. Additionally, Cortland Cable manufactures and weaves lead encased fibers into the synthetic lines at designated locations for the purpose of adjusting the specific gravity and shape of the mooring in various current profiles. All interested parties must respond to this announcement by August 25, 2008. Responses must include the contractor's name, contact information, and information indicating the contractor's capability to provide the required cable. Documentation shall be submitted to support the contractor's capability to provide the shark bite resistant cable that will work with PMEL's mooring system, along with applicable contract numbers, points of contact and phone numbers, and a description cable configurations, provided under previous contracts for the same purposes. Any response that does not include this information will not be considered. The Government will evaluate each response to determine if the contractor has the experience, knowledge and capability to provide the required cable. No solicitation is available at this time. All contractors doing business with this Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. In addition, completion of the online representation and certifications application (ORCA) is required. The applicable NAICS is 332618 with a small business size standard of 500 employees.
