- Document Type: PRESOLICITATION NOTICE. The Defense Distribution Depot Guam Marianas (DDGM) provides distribution support services including receipt, storage (including stock readiness functions), and issue functions for local customers and cross-docking and/or trans-shipment operations utilized in support of on-base customers. The contractor shall provide warehouse and distribution services performed at DDGM. Warehouse and distribution services include all management, personnel, supervision, materials, tools, equipment, transportation, and any other items and services not government-furnished. The contractor also shall provide continued implementation of the DoD Joint Basing Initiative involving Theater Consolidation & Shipping Point (TCSP) type services for Navy surface & Air Force air cargo and operation and management of the Navy Advanced Traceability and Control (ATAC) Node. The Defense Distribution Center is seeking offerors to perform the above functions which will be evaluated by utilizing a Best Value/Trade-Off Analysis. The solicitation will be a total small business set-aside. DDC anticipates that a draft solicitation will be released on or about 25 July 2008. It is anticipated that the resultant contract will be awarded on an all or none basis as a Cost-Plus Award Fee (CPAF) contract type and pricing arrangement. It is anticipated that the contract period of performance will be a one-year base period and four (4) one-year options. A site visit and pre-solicitation conference is expected to be conducted at DDGM 08-09 August 2008, as follows: 08 August: Pre-solicitation conference, 09 August: Site Visit and Government Furnished Equipment (GFE)/Government Furnished Property (GFP) Review/Inspection at the U.S. Naval Base Guam and/or Andersen Air Force Base, Guam. Exact times and locations will be published with the draft solicitation. Interested parties must register with Tracy Birch by email at tracy.birch@dla.mil no later than (NLT) 3:00pm eastern time on Friday, 1 August 2008 with the following information for each company representative attending: Name, SS#, company name, e-mail address, phone number, dates attending. Confirmation will be validated by return e-mail. Parties may send different attendees to each event; however, attendees are limited to two (2) per organization per event. Please note that this will be the only site visit for this procurement. There will not be a separate site visit after release of the final solicitation. The NAICS code and Size Standard are 493110 and $23.5 million, respectively. All documents related to this solicitation will be posted to the Federal Business Opportunities website (http://www.fedbizopps.gov/) under solicitation number SP3100-08-R-0018. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments/modifications and/or solicitation postings related to this presolicitation notice. There will be no advance notification of amendment/modification/solicitation issuance.
