Description
The U.S. Securities and Exchange Commission (SEC) intends to award a sole source firm-fixed price contract to Point Management Group, Inc. This sole source contract is for management consultant/process improvement services for the SEC's Office of Investor Education and Advocacy (OIEA) investor assistance program. OIEA is the individual investor’s direct line to the SEC. The SEC must be equipped to effectively handle complaints and inquiries because they are used as the basis for responding to emerging market trends and issues, as well as formal actions. The contractor will work with OIEA employees to provide assistance with regard to process design, process reengineering, and business modeling. The work will be performed by Christian Casturo. Christian Casturo of Point Management Group, Inc. will: 1) Work with OIEA project and program management staff to document key current OIEA business processes, then recommend and implement private sector best practices for processes and program management in OIEA; (2) Improve the implementation tracking of project management and process improvement initiatives; (3) Create staffing models to determine OIEA’s contact management/ case capacity; (4) Analyze and make recommendations on how to improve outcomes of investor contacts for responsiveness to consumer complaints; (5) Assess existing correspondence for appropriateness and responsiveness, identifying areas of weakness of training opportunities and suggesting changes to canned language and/or policies; and (6) Communicate project status regularly to senior management, including findings and recommendations. The period of performance will be approximately 24 hours per week for 12-13 weeks. The SEC intends to negotiate with only one source under authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Christian Casturo of Point Management Group, Inc. is an expert with nearly 20 years experience in creating business processes that improve and support effective program management. Mr. Casturo has highly specialized experience in bringing private sector techniques that maximize results in not-for-profit organizations and has introduced unique tools and strategies that create results-driven organizations. Mr. Casturo's extensive knowledge of and experience working within the securities industry ensures the needed perspective for evaluating a wide range of topics that investors complain about. Mr. Casturo's combination of qualifying factors are rare in the marketplace. Mr. Casturo has experience with SEC processes and policies, specifically, how the agency handles correspondence from the general public and investors. Mr. Casturo is familiar with the unique culture of the agency and can readily identify unnecessary, non-value added processes that can be easily eliminated, resulting in greater productivity and time savings. Interested organizations may submit their capability statements and qualifications for the provision of this requirement, which may or may not be considered by the SEC. Information received will be considered solely for the purpose of determining whether to conduct future competitive procurements. This is a Notice of Intent, not a solicitation. No solicitation will be issued for this sole source requirement and no other information will be provided.
