- TRANSPORTATION SERVICES PRESOLICITATION NOTICE The Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC) is acquiring Transportation Services for the Center headquartered at Glynco, Georgia (GA), near the port city of Brunswick, halfway between Savannah, GA and Jacksonville, Florida. The Center provides these services to more than 80 Federal agencies, and state, local, and international law enforcement agencies that attend training on this Center. This is a PRESOLICITAITON NOTICE for interested companies that provide transportation services. The intent of the forthcoming solicitation is to award a single, Firm-Fixed-Price, Small Business set-aside, non-commercial, performance- based contract. The performance period of this contract will be one (1) base year with four (4) option years followed by two (2) term years NTE 84 months. The solicitation will be available on or after August 20, 2008 and award is anticipated to be made NLT October 15 2008. Model contract will start on November 1, 2008. Interested offerors are requested to review Solicitation LGL08R00009, attend the Site Visit and Conference scheduled on September 10, 2008 and submit a proposal that will be due September 24, 2008. The contractor will be responsible to support the training mission of the FLETC/Glynco Center by but not limited to the following: Revised aspect of requirement – -- Offerors are requested to propose both Government provided and Contractor provided transportation vehicles in order for the Government to determine during the proposal evaluations which method to pursue for contract award in performance of these required services – Dispatcher on duty 24/7 and physically located on site – Operate and manage all aspects of the Vehicle Management Information Software (VMIS) and provide reporting documentation to the Govt. as requested. Current requirement - -Provide transportation motor pool operation services 24 hours a day, seven days a week including holidays, as necessary to support the student training mission. -Schedule and issue training support vehicles and equipment (Govt. furnished) in accordance with the various schedules and transportation requests provided by the Government. (Current vehicle inventory is 107 and subject to increase. Each vehicle can be scheduled and issued multiple times daily.) -Visually inspect each vehicle, after each use, for damages. - Vacuum vehicle, remove trash and debris, and clean vehicle using the automatic car wash located at the motor pool. -Operate and manage all aspects of the motor pool fueling operations to include the automatic fuel sentry system and related controls and provide reports to the Govt. as required. -Monitor the Auto-Stick fuel inventory monitoring system. -Perform preventive maintenance and safety checks on GSA vehicles leased by the FLETC and participating agencies located at FLETC. -Provide wrecker service 24/7 within a 75 mile radius. -Schedule and dispatch buses/vehicles and drivers in support of the following: a.Student arrivals and departures from airports, bus terminals, and train stations. Services currently being provided to/from the Jacksonville, FL airport (JAX), the Brunswick Jetport (BQK), the Amtrak station located in Jesup, GA, and the Brunswick Bus Depot. b.Motel shuttles for students housed off-center. (Services are currently being provided within a 25 mile radius of the FLETC.) c.On-center shuttle service from remote training areas at class change times. (Current schedules require this service four (4) times daily. d.On and off-center transport and special transport as requested for class photos, uniform issue and return, graduation, remedial training, new class tours, etc. (Daily requirements.) e.VIP tours and transport. f.Non-emergency medical transport services. (Services are currently being provided from 7:00 A.M. thru 6:30 P.M. on all training days.) g.Recreation shuttle services. (Routinely, we provide minimal services daily with expanded services provided on weekends, holidays, non-training days.) h.Door to door shuttle service for the disabled students and/or staff. i.Transport of center lodged students during inclement weather. -Training requirements are being modified frequently to meet the needs of our training mission. The contractor must be flexible and readily responsive to changes. - Place drip pans under busses and clean up any spill that occurs while the bus is parked. -Attend FLETC annual hazardous waste, storm water, and spill prevention and countermeasures training (3 total - 1 hour each). NOTE: Capability briefings will be scheduled on the day of the Site Visit, September 10 2008. Call for a meeting time to present a 30 minute capability briefing to the acquisition team responsible for this requirement.
