Description
1) GENERAL INFORMATION: This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. This solicitation is issued as Request for Quote #Q1574085045. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisition Regulations (FAR) Subpart 12.6 and supplemented with additional information. The National Park Service contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the quoter providing the best value to the Government. NAICS code: 324121; Small business size standard: 500 employees. The proposed contract is not set-aside for small business concerns. All responsible business concerns may submit a quotation which shall be considered by the National Park Service (NPS). The anticipated award date is approximately the beginning of August, 2008. Address questions regarding this solicitation to John Chaney at john_chaney@nps.gov or 307-344-2075. 2) STATEMENT OF WORK: Base Line Items: plant mixing 9,500 tons of asphalt mix. Included are 7,000 tons of 3 bin PG58-28 hot mix, 2,000 tons of MC-800 cold mix and 500 tons of MC-250 cold mix. Option Line Items: included are 3500 tons of PG58-28, 250 tons of MC-250 Cold Mix and 1000 tons of MC-800 Cold Mix. The contractor shall provide contract mixing of 7,000 tons of PG58-28 Hot Mix Asphalt with 1/2 % anti-strip additive using a 3 bin aggregate gradation for the mix. Line items include all labor, materials and equipment necessary to supply mix at a plant within a 10 mile radius of Gardiner, Montana, the North Entrance to Yellowstone National Park. National Park Service trucks will pick up the mix, Freight-on-board (FOB) contractor's plant site for distribution to various job sites within Yellowstone National Park. Due to weather conditions, paving will not occur every day. Days of production could require from, a minimum of 200 tons to a maximum of 900 tons of hot mix per day. Period of Performance: The contractor shall be capable of commencing deliveries within 2 days of date of contract award and completing all deliveries by November 30, 2008. Ordering and supplying: The contractor shall coordinate the exact dates and times of supply and pick-up with the NPS. During the period of performance, the NPS shall contact the contractor to place orders for specific amounts of mix. The contractor shall insure total for all amounts ordered and supplied does not exceed the amount noted in the contract line items. Submittals: At the time of supply and with each invoice the contractor shall provide certification as to the number of tons of each mix provided. 3)CLAUSES AND PROVISIONS: This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. Provisions and clauses noted below may be accessed at http://acquisition.gov/far/index.html. Provision 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Paragraph "a" of the provision is hereby replaced with the following: "Award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for non-price evaluation factors. PRICE: The NPS shall analyze prices to verify they are fair and reasonable per the requirements of Federal Acquisition Regulations, Subpart 13.106-3. The non-price evaluation factors and their associated acceptability standards are: Past performance. Past performance is a measure of the degree to which a contractor has satisfied its customers in the past. Standard of Acceptability: The quoter must receive at least a satisfactory past performance rating by the NPS. The NPS will evaluate past performance based on, the Government's knowledge of quoter's past performance, and / or references obtained from any other source. Provision 52.212-3, Offeror Representations and Certifications-Commercial Items: the apparent successful Quoter shall complete and submit the provision to the Contracting Officer. Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following clauses, as cited in clause 52.212-5 are incorporated into this solicitation and subsequent contract: 52.233-3, 52.233-4, 52.203-6, 52.219-4, 52.219-8, 52.219-9, 52.219-16, 52.219-25, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.222-50, 52.223-9, 52.225-1, 52.225-13, and 52.232-33. Clause 52.211-16, Variation in Quantity, applies to this acquisition: A variation in the quantity of any item called for by this contract will not be accepted unless the variation has been caused by conditions of loading, shipping, or packing, or allowances in manufacturing processes, and then only to the extent, if any, specified in paragraph (b) of this clause. The permissible variation shall be limited to 10 Percent increase or 10 Percent decrease. This increase or decrease shall apply to the quantity to be delivered for each of the line items. Clause 52.217-7, Option for Increased Quantity-Separately Priced Line Item. The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor at any time prior to the expiration of the term of the contract.
