Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Cincinnati, Ohio, hereby announces its intent to issue a purchase order to University of California (San Francisco). PURPOSE To secure agreement from the 15 utility companies that participated in the epidemiological study of United States nuclear power plant workers (NPP) published in 2004, allowing NIOSH access to the NPP data for inclusion in the study "Evaluating Occupational Ionizing Radiation Exposure Standards". TASKS TO BE PERFORMED This "Statement of Work" (SOW) consists of two primary tasks. Task 1. Plan to secure permission from the 15 nuclear power companies for NIOSH to obtain access to the data, for use in the current study "Evaluating Occupational Ionizing Radiation Exposure Standards". Task 2 includes the completion of a detailed written report describing the contents of the existing NPP study data set. Task 1. Secure agreements from the 15 power companies to allow NIOSH to access/use/analyze the NPP data. Subtask 1: Contact and work with the nuclear utility company representative to produce a list of current utility company representatives for each of the 15 companies whose workers participated in the NPP study. Subtask 2: Contact each of the 15 utility company representatives and describe the NIOSH study. Subtask 3: Secure agreement from the utility companies to allow NIOSH to access, use and analyze the NPP data for use in the NIOSH study. Subtask 4: If permission can't be secured from the utility companies then secure the NPP data file from IARC (which does not have benzene exposure data) and provide the file to NIOSH for inclusion in the study. Subtask 5: If permission can't be secured from IARC then contractor (with consultation with NIOSH) will develop a written analytic plan for the analysis the NPP data and provide the results to NIOSH for use in the study. The analyses performed by the contractor will be in accordance with the study protocol. Task 2: Provide a detailed written report describing the contents of the NPP data file and if necessary the IARC data file. Subtask 1: Provide a detailed description of all of the study variables (i.e., demographic, work history, and exposure-radiological and chemical). Subtask 2: Provide a detailed description of the type of radiation exposure, how the radiation dose was calculated, if missed dose, and offsite dose information was collected and included for each worker. Subtask 3: Provide a detailed description of the type of work history, socioeconomic status (SES), and chemical exposure data included in the data set, and how individual exposure or SES was determined. V. GOVERNMENT FURNISHED MATERIALS N/A VI. PERIOD OF PERFORMANCE The period of performance shall commence upon award of a purchase order and shall continue to August 15, 2009. Unique qualification of contractor: needed data is proprietary information. This project is supported by justification for other than full and open competition to University of California San Francisco under authority of 41 U.S.C.253(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. Please forward the capability statement and pricing information to Jennifer Bayer, Purchasing Agent, Reference 000HCCKC-2008-59468, CDC/NIOSH, Mail Stop C-4, 4676 Columbia Parkway, Cincinnati, Ohio 45226. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with University of California San Francisco as the only source and a purchase order will be issued without any additional notices being posted.
