Description
This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Channel Islands National Marine Sanctuary located in Santa Barbara, CA has a requirement for a contractor to provide Program Coordination services for Channel Islands National Marine Sanctuary (CINMS) Multi-cultural Education for Resource Issues Threatening Oceans (MERITO). The contractor shall work with the CINMS Education and Outreach coordinator to perform the following tasks for coordination of the MERITO Program: 1.Coordinate planning, implementation, expansion, and evaluation of MERITO Academy in partnership with Channel Islands Marine Resources Institute, Oxnard College, and other local partners in the Ventura and Santa Barbara Regions. Activities include but are not limited to: •coordinate, plan, implement and evaluate the MERITO Academy teacher workshops •Hire and train part time staff and interns to assist with MERITO Academy implementation •provide workshop participants with scheduling and programming support throughout the year •coordinate and lead MERITO Academy field experiences for participating student programs as identified 2.Coordinate, implement and evaluate at least (3) MERITO bilingual community outreach experiences: Oxnard, Water Science Exploratorium, Baldwin Park High School Career Day and 2nd Southern California Environmental Minority Youth Institute with the National Hispanic Environmental Council. 3.Plan, coordinate, implement, and evaluate Channel Islands Argonaut program in partnership with Ventura County Office of Education and Channel Islands National Park 4.Provide administrative coordination in the design and production of MERITO Academy curriculum 5.Work with Monterey Bay National Marine Sanctuary MERITO staff to develop content and script for MERITO DVD that supports MERITO Academy curriculum 6.Coordinate and mentor MERITO outreach internships in support of the MERITO Academy. 7.Solicit, write, and provide administrative support to grants that support MERITO education and outreach programs/products outlined in the CINMS MERITO strategic plan. 8.Work with CINMS program area leads to develop and deliver community leader briefings to inform and involve Latino leaders in CINMS management plan issues while building relationships to expand existing and new collaborations with MERITO programs. This includes participation on behalf of CINMS at the 3rd annual National Latino Congreso in Los Angeles, California 9.Work with CINMS Web Designer to translate and update MERITO web pages on CINMS web site 10.Participate in biweekly CINMS staff and CINMS education team meetings 11.Participate in other CINMS education and outreach programs and activities as assigned. All interested parties responding to this announcement MUST have the following qualifications: •Academic background in the fields of marine science, marine conservation education, environmental education, marine resource management or coastal management. Familiarity with local marine flora and fauna of Channel Islands National Marine Sanctuary. •Experience with aspects of developing, implementing and evaluating marine science education programs to culturally diverse audiences, including programs, publications, print materials, events, curricula, exhibits, and displays •Minimum of 4 years experience in education working with programs on the southern California Coast •Knowledge of and familiarity with a broad range of marine conservation issues and their application to the southern California coast and National Marine Sanctuaries •Knowledge of the Channel Islands National Marine Sanctuary rules and regulations •Knowledge of the Channel Islands National Marine Sanctuary management plan •Outstanding verbal and written communication skills specifically in writing and public speaking for diverse audiences in English, Spanish and Japanese. Fluency in Spanish and Japanese is required. •Ability to travel to other National Marine Sanctuary sites The government anticipates awarding to a contractor in Santa Barbara, CA or local commuting area. All work will take place on government property. See Numbered Note 1, 100% small business set aside. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. A firm-fixed order will be issued with period of performance that will commence from date of award and will end April 30, 2009. This RFQ closes 4:00 p.m. July 26, 2008.
