Description
CSC Applied Technologies LLC (CSC) contemplates issue of an Invitation For Bid (IFB) for XTLF 08-1023 Install Advanced Metering System at Vance AFB, OK, as solicitation number IFB117B. Funds are not currently available for this solicitation and have not been promised or guaranteed. There shall be no legal liability on the part of the Government or CSC should funding not be provided. In the absence of funding no contract will result. CSC reserves the right to cancel this solicitation, either before or after the opening date in the absence of funding. Offerors will be required to provide for an acceptance period of 60 calendar days from Bid Opening. Bid bond in an amount of 20% of offer, issued by an acceptable surety listed in Federal Circular 570, must accompany all offers that exceed $25,000.00 and will be held for the entire acceptance period should funds not be readily forthcoming. It is recommended that offerors carefully consider the impact on their bonding capacity for the applicable acceptance period if an offer is anticipated. Project consists of providing initially a central metering system with an automatic meter reading platform, capable of automatically polling utility meters for information, receiving and storing utility metering information by facility, and developing and storing this information into descriptive spread sheets and graphs; developing a communications system between the central metering system and each utility meter installation; and installing one or more electric meters. The central metering system shall have the ability to add more electric meters, and gas, water and waste-water meters in the future by addition of meter identification and adding annotated meter/s with communications ability at the additional location/s. The sorted and stored information in the central metering system will be manually moved into a remote web page on a periodic basis. The central metering system shall include: 1. Central metering computer / server, complete with visual display, manual input, read/write CD drive, USB ports, and ability to drive printers, and connect to the internet. (Note: This interconnection will be the only internet connection of this project). 2. Scalable open-architecture software to receive and store metering data. 3. Software to select single, type, or all meters to pole for information, upload information, and using this information develop and store presentation spread sheets and graphs by facility. 4. Provisions to copy spread sheet files to optic disk or USB device. 5. Software, similar to that installed on the central metering computer, and required hardware, to be added to a Lap-Top computer running Microsoft Windows operating system with USB ports and read/write CD drive, to down load individual meter readings and stored data locally. The software when loaded on the lap top shall also have the ability to develop presentation spread sheets and graphs, and either upload to the central computer, store on board, or store to read/write CD or USB device. Provide and install electric meters and radios on existing facilities that communicate back to the central metering system. Selection and quantity of the facilities to receiver meters and radios is at the discretion of the Contracting Office. Install meters and radio as specified in section 262713 ELECTRIC METERING, consisting of five possible types: 1. Connection of existing automated meter/s on a 600V system and installation of radio communication equipment. 2. Provide and install an automated meter and radio communication equipment at an existing pad mounted transformer serving a facility, either on the transformer or an adjacent rack furnished by this project. 3. Provide and install an automated meter and radio communication equipment at a building electric service entrance panel, communicating with the central metering system. 4. Provide and install an automated meter at the building electric service entrance panel, with ring-down phone line, communicating with the central metering system. 5. Provide and install components to an existing automated metering circuit on a 12.47KV system and install a automated meter and radio communicating with the central metering system. No hard copies of the solicitation will be available. Once solicitation zip file is posted for download, use an IBM compatible computer running Microsoft Internet Explorer 5.0 or higher to access the http://ifb.csc.com Web page.
