- Description
- Pursuant to FAR 6.302-1, FHWA intends to negotiate a contract with Dr. James Bonneson of the Texas Transportation Institute. The Contractor shall develop site selection criteria for maximizing return of investment of Detection-Control System (D-CS), develop a reliable data collection system, instrument 10 to 15 sites in different states, and carry out verifiable procedures to ensure quality of D-CS equipment installation and software testing, collect and analyze traffic and safety data for a minimum of 2 years after D-CS installation, and produce a Tech Brief, and final report. After 3-month data collection at all sites, the contractor shall produce a conference/journal paper discussing the effectiveness of D-CS in reducing red light running violations, and alleviating conditions that may lead to dilemma zone induced crash and red light running. A cost reimbursement contract is anticipated. Note 22 applies.
