- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, - Streamlined Procedures for Evaluation and Solicitation for Commercial Items- as supplemented with additional information included in this notice. FAR Part 13, Simplified Acquisition Procedures, are utilized in this procurement. The solicitation number is SB1341-08-RQ-05280. The solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. This announcement constitutes the only solicitation. Quotes are being requested, and a written solicitation document will not be issued. The NAICS Code for this requirement is 541330. The size standard is $4.5M. This requirement is restricted and only small business contractors may submit a quote. It is incumbent upon prospective offerors to monitor www.fbo.gov for any potential amendments to this RFQ. The U. S. Department of Commerce, National Institute of Standards and Technology (NIST)has a requirement for the following: DESCRIPTION OF SERVICES Background A project at the National Institute of Standards and Technology (NIST) Materials Science and Engineering Laboratory involves the operation a pilot scale (25" web) Rotoformer/Cylinder (R/C) paper fabrication facility, manufactured by the Sandy Hill Corporation. The R/C pilot paper machine is approximately 30 years old. A previous report produced outlined several recommended repairs and modifications to this pilot paper machine, including the installation of on-line sensors to monitor important paper parameters. This report specifically mentioned that the most important paper parameter measurements needed to ensure consistent quality from the pilot paper machine are basis weight and moisture content. A third on-line sensor to measure paper color, although not as important as basis weight and moisture content, was also recommended. NIST decided to add on-line sensors to monitor the basis weight, moisture content and paper color. To that end, contractor support is required to define specific number, type, and locations for the sensors on the pilot paper machine. SCOPE OF WORK The Contractor shall perform an engineering study that defines detailed minimum specification requirements for the performance and installation of these three on-line sensors (i.e., basis weight, moisture content, and paper color) on the NIST pilot paper machine. More specifically, the Contractor shall address all aspects of the on-line sensor installation and performance requirements with the following engineering study deliverables: •Evaluate current hardware on NIST pilot paper machine to determine various options for installation location(s) of sensors and evaluating how these locations affect sensor performance and installation complexity. •Identify possible vendors of sensors •Discuss installation requirements with each potential vendor to ensure technical accuracy in the engineering study. •Coordinate with NIST any requirements from potential vendors to visit the NIST facility in order to confirm installation requirements for their sensor(s). •Solicit quotes from potential vendors. •Provide a written report of the engineering study in Microsoft Word 2003 format. The report shall discuss minimum specification requirements for the performance and installation of on-line basis weight, moisture content, and paper color sensors on the pilot paper machine. B.Meet with NIST Pilot Paper Machine operators to discuss results of the engineering study with particular discussion of merits of installation and performance of each potential vendor’s products. DELIVERABLES AND DUE DATES The Contractor shall supply to NIST the completed engineering study printed on “letter” size paper with all pages assembled within a “3-ring” style folder or bound in a book style report. The Contractor shall also provide the engineering study as an electronic file in the Microsoft Word format. The report is due to NIST four (4) weeks after award of this contract. The Contractor shall brief NIST personnel on the results of the engineering study no later than five (5) weeks after award of this contract. GOVERNMENT RESPONSIBILITIES-The Government will provide access to the NIST Pilot Paper Machine facility and any necessary machine drawings. Access will also be provided to NIST Pilot Paper Machine operators who will provide any known operating parameters needed to complete this engineering study. CONTRACTOR REQUIREMENTS-At least 20 years of experience in pilot paper machines is required. It is desirable that the Contractor have at least 10 years of experience with pilot paper machines similar to the 25" to 30" web machines made by Sandy Hill Corporation. INSPECTION AND ACCEPTANCE CRITERIA The Contracting Officer’s Technical Representative (COTR) will evaluate the engineering study for technical accuracy and completeness in accordance with the requirements in this contract. The following provisions and clauses apply to this acquisition: Provisions: 52.212-1, Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. The following clauses apply to this acquisition: 52.212-4 Contract Terms and Conditions-Commercial Items (Feb 2007) 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Order-Commercial Items (Nov 2006), including the following fill-ins: 52.222-3 Convict Labor (June 2003) 52.222-19 Child Labor-Cooperation with Authorities and Remedies (Jan 2006); 52.222-21 Prohibition of Segregated Facilities (Feb 1999) 52.222-26 Equal Opportunity (Apr 2002) 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (Sep 2006) 52.222-36 Affirmative Action for Workers with Disabilities (Sep 2006) 52.222-37 Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (Sep 2006) 52.232-33 Payment by Electronic Funds Transfer Central Contractor Registration (Oct 2003) The aforementioned provisions and clauses may be viewed online at www.acquisition.gov/far. Prospective Offerors are strongly encouraged to read all applicable provisions and clauses as noted above. HOW TO SUBMIT A QUOTATION: Response is due no later than July 15, 2008, 4:00pm EST. Offerors shall submit their quotation to cheryl.coxen@nist.gov so that they are received at those email addresses at or before the exact time specified in this solicitation. Quotations may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. Quotations should include the following 13 items: (1) The solicitation number; (2) The time specified in the solicitation for receipt of quotations; (3) The name, address, and telephone number of the offeror; (4) A technical description of the items being quoted in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (5) Terms of any express warranty; (6) Firm-fixed-price (FOB Destination) for the following: Line item 0001- Services to perform Engineering Study of three on-line sensors as outlined in the Statement of Work. Line item 0002- Travel to Gaithersburg,MD to be reimbursed in accordance with the Federal Travel Regulations. (7) Number of days for delivery of Item Numbers 0001 and 0002 after Contractor acceptance of the purchase order. (8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(k) for those representations and certifications that the offeror shall complete electronically); (9) Acknowledgment of Solicitation Amendments; (10) Past performance information for the Offeror, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); (11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration; and (12) If the Original Equipment Manufacturer (OEM) for any quoted product restricts sales of its products to only specified companies, provide written evidence that the Offeror is authorized by that OEM that the Offeror is authorized sell the quoted products on the OEM’s behalf. PERIOD FOR ACCEPTANCE OF OFFERS: The offeror agrees to hold the prices in its quotation firm for 30 calendar days from the date specified for receipt of quotations, unless another time period is specified in an addendum to the solicitation. EVALUATION FACTORS FOR AWARD: The Government intends to award a firm-fixed-price purchase order to the responsible Offeror whose quotation represents the best value to NIST, price and other factors considered. The following factors shall be used to evaluate quotations: EVALUATION FACTORS The award of this order shall be made on a best value basis. The best value evaluation factors, while relatively equal, are listed in order of importance and include the following: 1)Technical Approach: The technical proposal should demonstrate a clear understanding of the nature of the work outlined in the statement of work. Provide a plan for scheduling work and quality of the services delivered. 2)Past Performance: The Government will evaluate the quality of work performed by the Offeror on similar contracts/orders. The Government will assess a neutral rating for lack or relevant past performance. References shall include a brief description of the work performed that is the same or similar to that required under this contract. The Contractor shall also provide a technical point of contact, company name (if applicable) and a telephone number. 3)Price: The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows for each of the above evaluation factors: •Outstanding (O) - Conspicuously striking in eminence; •Excellent (E) - Very good of its kind; eminently good, superior or first class; •Good (G) - Beneficial and worthwhile; sound and valid; •Adequate (A) - Reasonably sufficient and suitable; •Marginal (M) - Minimally suitable at the lower limit; •Unsatisfactory (U) - Not acceptable or not adequate to carry out. TERMS AND CONDITIONS FOR RESULTANT PURCHASE ORDER: Clause 52.212-4 and clause 52.212-5 (with appropriate fill-ins as noted above) will be the only terms and conditions for the resultant purchase order. These clauses are required by the Federal Acquisition Regulation (FAR) to be included in each commercial item purchase order. PAYMENT TERMS FOR RESULTANT PURCHASE ORDER: No advance payments will be authorized. The Contractor may submit an invoice for receipt and acceptance of deliverables after the Contractor delivers them to the Government and the Government thereafter accepts them.
