Description
The U.S. Fish and Wildlife Service (USFWS), Region 5, is planning a solicitation to construct a new Boardwalk, Trails and Parking Area at the E.B. Forsythe National Wildlife Refuge, Atlantic County, Oceanville, New Jersey. This solicitation will use a multi-step technical evaluation/proposal process as outline in the Federal Acquisition Regulation (FAR), Part 15. The ultimate contract award will be based on a "Best Value Continuum". The project consists of the construction of a new boardwalk, approximately 900 feet in length and six (6) feet wide, will be elevated within the tidal marsh area. The new boardwalk will replace an existing boardwalk constructed of pressure treated wood. The new boardwalk will be constructed on a helical pier foundation with plasitc lumber beams, framework, decking and railings. Four (4) platform areas will be constructed along the new boardwalk route to provide expanded viewing opportunities for the general public. Stairways will be constructed at three (3) specific locations off the boardwalk. The work will include the removal of the exisiting boardwalk. The work shall also include the construction of a parking lot at the beginning of the boardwalk trail. The project further includes refurbishing and constructing a new six (6) foot wide gravel trail, approximately 1,300 linear feet in length, from the end of the boardwalk to the proposed parking lot area at the beginning of the boardwalk trail to complete the trail loop. An elevated boardwalk viewing area will be constructed of the gravel trail. The removal of an existing boardwalk will also be required along this trail. Also included is the construction of a new asphalt paved trail, approximately 1,100 linear feet in length from a new Visitor Contact Station (constructed by others) to the proposed boardwalk parking lot area. Finally, the project includes refurbishing and paving approximatlely 900 linear feet of roadway, 20 feet wide, in the vicinity of the proposed parking lot and boardwalk area. The estimated magnitude of construction for this project is between $500,000 and $1,000,000. The NAICS is 238190. This procurement is unrestricted. As part of the first step, which is the technical evaluation process, interested firms shall submit, in writing, their qualifications based on listed requirements below and those determined qualified will be asked to submit a cost proposal (step two) in accordance with FAR 15.203. Interested firms shall present a minimum of five (5) new helical pier foundation and boardwalk construction projects undertaken within the last ten years. The following information shall be provided for each of these projects: 1) Project name; 2) Original budget; 3) Change orders; 4) Summary of work; 5) Date of completion; and, 6) Client name, address and phone number. Qualification factors used for the evaluation of firms shall be; 1) Past performance (40%); 2) Mulit-discipline experience (particularly with helical pier foundations) in working similiar projects in the North Atlantic area of the U.S. (25%); 3) Ability to provide projects on time and within budget (25%); 4) Small business subcontracting approach to the project (10%). Firms desiring consideration should submit two (2) copies of their resume (qualifications) and all other appropriate information as described above to: U.S. Fish and Wildlife Service, 300 Westgate Center Drive, Hadley, MA 01035-9589, Attn: Dale E.
