- The Atlantic Test Range (ATR), Aircraft Signature and Avionics Measurement (ASAM) Branch, Patuxent River MD has a requirement for an upgrade of its Multiple-Target Radar (MIR) Pedestal Subsystem Electronics. The MIR is a unique ‘one-of-a-kind’ radar system manufactured by Raytheon Co for NAVAIR during the 1970’s. The pedestal subsystem of the MIR radar was designed and manufactured by Scientific-Atlanta in the mid-1970’s. The upgrade shall include all the electronic, electro-mechanical and electrical components of the MIR pedestal servo system and replacement of all wiring and cables interfacing such equipment, as well as, inspection and lubrication of mechanical assemblies pertaining to the rotation of the MIR pedestal shall be accomplished. The Government intends to solicit and negotiate on an other than full and open competitive basis with ViaSat, Inc., 1725 Breckinridge Plaza, Duluth GA 30096-8982 under the authority of Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other services or supplies will satisfy the agency requirements. Scientific-Atlanta, who designed and manufactured the MIR pedestal subsystem was acquired by ViaSat in 2000, therefore, ViaSat represents the corporate knowledge of the MIR pedestal system. In addition, due to the unique ‘one-of-a-kind’ nature of the MIR pedestal and the special re-use requirements (interfacing to mechanical assemblies, encoder package, and Multiple Instrument Pedestal System (MIPS) compatibility), only ViaSat is capable of fulfilling this requirement. Interested parties may submit a capabilities statement in which to identify their interest and capability. To be eligible for contract award or payment by any Department of Defense activity, offerors must be registered in the Central Contractor Registration (CCR) database, see http://www.ccr.gov. All capabilities statements received by 2:30 PM Eastern Standard Time, 23 July 2008 will be considered by the Government solely for the purpose of determining whether to initiate a competitive procurement. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received.
