- The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch (OEEB) plans to procure on a sole source basis, services of an Industrial Hygienist for Support for Occupational Epidemiology Studies with Exposure Assessment Applications, LLC, 6045 North 27th Street, Arlington, VA 22207. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13 to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 541690 and the business size standard is $6.5M. The Occupational and Environmental Epidemiology Branch (OEEB) within the National Cancer Institute (NCI) conducts studies in the United States and abroad to identify and evaluate environmental and workplace exposures that may be associated with cancer risk. Research projects are designed to identify occupational, environmental, and other factors affecting cancer risk; to characterize exposure-response relationships; to elucidate biological mechanisms of action; to identify susceptible populations and gene-environment interactions; and to improve research methods for occupational investigations. The NCI has a need for specific expertise in epidemiologic applications of industrial hygiene to meet critical needs on five major research areas: 1) Study of miners exposed to diesel exhaust (Diesel Study); 2) Study of non-Hodgkin lymphoma (NHL) and occupational exposures to organic solvents, chlorinated solvents and aromatic, solvents, wood dust polychlorinated solvents, pesticides, chromium and lead (DCEG NHL Study); 3) Study of bladder cancer and occupational exposures to arsenic, polycyclic aromatic hydrocarbons (PAHs), chlorinated solvents, pesticides, aromatic amines, welding fumes, oil mist; and diesel exhaust (New England Bladder Cancer Study); 4) Study of renal cell cancer and occupational exposures to trichloroethylene, pesticides, lead, other chlorinated solvents, cadmium, chromium, arsenic, asbestos, nickel, and glass fibers (The US Renal Cell Cancer Study); and 5) Study of brain cancer and occupational exposures to lead, chromium, cadmium, chlorinated solvents, pesticides, PCPs, aromatic solvents and PAHs (DEEG Brain Cancer Study). The contractor shall provide the services of a industrial hygienist with a Ph.D in exposure assessment and experience in conducting real-time and retrospective exposure assessments for occupational and environmental epidemiologic studies. Exposure Assessment Applications, LLC, has extensive and unique experience in these areas. Researchers at Exposure Assessment Applications are recognized leaders in occupational and environmental exposure assessment for epidemiological studies along with a strong background in industrial hygiene, toxicology and epidemiology. Exposure Assessment Applications is familiar with the different areas in exposure assessment including real-time and historical assessments, quantitative exposure modeling techniques, biological monitoring and dermal exposure assessments. Exposure Assessment Applications, LLC is the employer of Dr. Patricia Stewart Stenzel. For the last several years, Dr. Stenzel has served as the lead industrial hygienist on the Diesel Study, the New England Bladder Cancer Study, the US Renal Cell Cancer Study, the NCI DCEG NHL Study, and the NCI DCEG Brain Cancer Study. Dr. Stenzel has an in-depth knowledge of these studies through years of researching industries and occupations; working with lead epidemiologists; reviewing company records; and traveling to industrial sites. There is no other source known to the NCI That can provide the services of an industrial hygienist that possesses the experience, expertise, and detailed knowledge of these studies needed to allow them to immediately undertake the tasks covered by this procurement and complete them in a timely fashion. Period of Performance: Performance shall be for one base year with one twelve (12) month option period. Only one award will be made as a result of this solicitation. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. One (1) original and one (1) copy of the capability statement(s) must be received in the contracting office by 1:00 p.m. EDT, on July 17, 2008. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
