Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute to issue a purchase order on a noncompetitive basis to Affymetrix, Inc. 3420 Central Expressway, Santa Clara, CA 95051, to provide human and dog single nucleotide polymorphism (SNP) mapping chips and it’s mapping kits. The human SNP contains 250,000 SNPs on each chip from various genes in human chromosome. This allows the opportunity to obtain 4 million genotypes per day through the microarray core facility. The dog SNP contains 100,000 SNPs on each chip from various genes in dog genome. This allows for obtaining 1.6 million genotypes per day through the microarray core facility. The dog SNP is needed to do whole genome wide association studies to map behavior genes in dog by comparing samples from various breeds in different groups. The objective is to find canine candidate genes responsible for bladder cancer in certain breeds or populations. The human SNP will be used to produce mass amounts of genotype data over a short period of time. This will then be used to find candidate genes responsible for prostate and kidney cancer. The sole source determination is based upon the fact that theAffymetrix array set has a higher number of SNPs on each chip allowing for higher density scan than what is available from other chips. Also, these chips are the only chips compatible with the equipment in the National Human Genome Research Institute Core facility. NHGRI has a microarray core facility with all of the necessary hardware, equipment, and reagents in stock. They have optimized the protocol and perfected the method for running the assays. Purchasing only the SNP chips with the labeling kits, and utilizing NHGRI’s core facility will provide a cost savings to the government that can not be recovered through competition. Awarding to another vendor would result in substantial duplication of unnecessary cost. The North American Industry Classification (NAICS) Code is 541712 and the Size Standard is 500 employees. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this notice. All responses should include a firm fixed price; documentation of the capabilities of meeting the government requirements; at least three references documenting successful past performance in meeting Government minimum specifications; a proposed delivery schedule; prompt payment discount terms; the DUN & Bradstreet number (DUNS); the Taxpayer Identification Number (TIN); and the offeror’s business size. The submission will be evaluated on the content of the above documents. The offeror must also register in the Government’s Contractor Registry System, Note: www.ccr.gov. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
