Description
FULL AND OPEN COMPETITIVE ACTION: The Environmental Protection Agency (EPA) has a requirement for the National Health and Environmental Effects Research Laboratory (NHEERL), Human Studies Division (HSD). The purpose of this acquisition is to plan, develop, design, implement and conduct a prospective cohort study which would be a multi-phase project addressing health risks associated with bathing beaches. Participants in the study shall be evaluated for their adverse health effects potentially associated with recreational water use. The information being collected is part of a research program consistent with the Section 3(a) (v) (1) of the Beaches Environmental Assessment and Coastal Health Act of 2000 and the strategic plan for EPA?s Office of Research and Development (ORD) and the Office of Water entitled Action Plan for Beaches and Recreational Water. Specific details of the requirement will be outlined in the Statement of Work.The EPA anticipates the award of a cost plus fixed fee, level of effort term (work assignment contract) with a 60 month performance period consisting of a 12 month base period and four 12 month option periods. The base and all four option years will consist of approximately 530 base hours plus approximately 57,210 optional hours in the first three years of the contract. The final two years will consist of approximately 20,420 optional hours. The request for proposals (RFP) will be issued on or about August 12, 2008 and proposals will be due 30 days after the RFP issue date. EPA has determined that this solicitation will be issued under full and open competition. NO FURTHER SYNOPSIS WILL BE PUBLISHED.
