- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. AG-0546-S-08-0002 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This solicitation is being conducted under full and open competition; however, all things being equal, preference will be given to U.S. small businesses. The associated NAICS code is 334220: size standard of 750 employees is applicable. USDA-NATURAL RESOURCES CONSERVATION SERVICE has a requirement for two (2) each complete survey-grade Global Positioning System (GPS) Base and Rover units and one additional Rover unit, Leica ATX1230 (GNSS technology) or equal consisting of the following components: Five (5) each, ATX1230 GG Smart Antenna; Five (5) each, RX1250X, GPS System 1200 controller; Five (5) each, GPS Survey Functionality; Five (5) each, GSW565, Glonass option; Twenty (20) each, GEB211, Lilon Battery; Five (5) each, GKL221 PRO Charger Base; Ten (10) each, GDI221 Adapter plate for PRO Charger; Five (5) each, 256MB CF Card; Five (5) each, GEV173, 1.2M Cable; Five (5) each, GHT56 Holder for RX1250; Five (5) each, GVP636 Hard Container; Three (3) each, GLS17 Bottom section of GPS pole; Three (3) each, GLS18 Top section of GPS pole; Three (3) each, GHT25 Grip with Circular Bubble; Three (3) each, Reference Line On Board Program; Two (2) each, GRT146 Carrier for Base Antenna; Two (2) each, GHT57, Tripod Bracket for GHT56; Two (2) each, GDF112 Basic Tribrach with Optical Plummet; Two (2) each, PDL Deluxe Base Station Radio Kit; Three (3) each, PDL Rover with GUF15 Housing; Two (2) each, GST120-9 Tripod; Five (5) each, 1-Year Basic CCP for ATX1230/RX1250. The Government shall award one contract for the system to include all components. The complete Global Positioning System (GPS) Lecia ATX1230 or equal package is to be delivered F.O.B destination to 316 W. Boone Avenue, Suite 450, Spokane, Washington 99201-2348. The provision at 52.211-6, Brand Name or Equal applies to this acquisition. Delivery is required within 60 days of notice of award. The provision at 52.212-1, Instruction to Offerors—Commercial, applies to this acquisition (there are no addenda to this provision). Provision 52.212.2 Evaluation-Commercial Items, is applicable to this acquisition; the government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors in descending order of importance shall be used to evaluate offers; (1) technical capability of the items offer to meet the Government requirement and (2) delivery schedule; (3) Small Business participation; The combination of factors are approximately equal in importance to price. Offerors must include a completed copy of the provision at 52.212.3, Offeror Representations and Certifications-Commercial Items, found at http://www.arnet.gov/far/ with this offer. Clause 52.212.4, Contract Terms, and Conditions---Commercial Items with addenda AGAR 452.247-71, Marking Deliverables; and NRCS 4I-52-232-70, Designation of Payment Office Contact Point; applies to this acquisition. Clause 52.212.5, Contract Terms and Conditions Required To Implement Statues Or Executive Orders—Commercial Items, applies to this acquisition (there are no addenda to this clause). QUOTES ARE DUE July 23, 2008, 1:00 PM (PDT). Quotes must be addressed to Amy Smith, Contract Specialist, USDA-NRCS, 316 W. Boone Avenue, Suite 450, Spokane, Washington 99201-2348. Facsimile quotes may be sent to (509) 323-2909. E-mail quotes may be sent to amy.smith2@wa.usda.gov. All quotes must be in writing, dated and signed by an authorized representative of the firm providing the quote. Quotations shall include the RFQ number, i.e. AG-0546-S-08-0002, the proposed price, any prompt payment discount, company name, company address, company phone and Fax number, Tax Identification Number, DUNS number, Company Size Status (i.e. number of employees) and a Point of Contact. Contractor must be registered on the Federal Government’s Central Contractor Registration website (www.ccr.gov) prior to contract award.
